City of Casselberry <br />Parks and Recreation Advisory Board <br />Regular Meeting—January 10, 2023 <br />project has increased because of the construction market. The 60% project plans, based upon <br />Commission guidance due to the increased costs, swaps out items to decrease the cost to 2.8 <br />million dollars. The budget amount for this project is 2.1 million dollars, thus is still over budget. <br />The LWCF grant amount for this current cycle is 1.5 million dollars. The grant is a 50/50 grant, <br />thus we would have to put up a 50% local match. The grant is due January 31, 2023. <br />Dr. Brock requested the Board make a recommendation to the City Commission regarding the <br />submission of a grant application to LWCF for Dew Drop Park. <br />Upon conclusion of the presentation, Board Chair Katy Farmer opened the floor for comments <br />from the board. There were no comments made. <br />Board Member Nick Santiago moved to provide a favorable recommendation to the City <br />Commission of the Grant application submission to the Land and Water Conservation Fund <br />(LWCF) for Dew Drop Park. Motion was seconded by Board Member Dia Nordstrom. Motion <br />carried unanimously 3-0 by voice vote. <br />6. Sunnytown Park Improvements <br />Kelly Brock, Public Works and Utilities Director, shared that Sunnytown Park was the lowest <br />priority park, ranked sixth, out of the parks chosen for the Parks Bond project. Dr. Brock states <br />several issues arose when developing the conceptual plan. One of the biggest issues was the <br />identification of an onsite wetland area not previously identified, and in the same area the <br />parking lot was proposed. Additionally, he states the cost estimate is 3.5 million dollars with the <br />Park's Bond project slated at 2.1 million dollars. Dr. Brock shares the Staff's recommendation is <br />it is not practical to move forward with this project as it was conceived in light of the cost and <br />environmental constraints. Thus, to suspend the project and free up the funds to put toward <br />the other higher priority park projects and revisit this park at a later time. He states looking for <br />guidance from the Board and City Commission as to the direction to move forward. <br />Upon conclusion of the presentation, Board Chair Katy Farmer opened the floor for comments <br />from the board. Current lighting, trails, sidewalks and parking availability at the park was <br />discussed along with cleaning up the park and providing maintenance to revitalize the park. In <br />terms of the Parks Bond Referendum, Dr. Brock states the funds must be spent by early 2025, <br />thus the funds slated for Sunnytown would be reallocated thus unencumbered to spend on the <br />other parks where needed most. <br />
