CASSGLBCRRY CITY COMMISSION <br />Minutes of December 14, 2021 - Special Joint <br />Meeting with Parks and Recreation Advisory Board <br />Page fi of 8 <br />gardens as a component other than just the event center, and the possibility that could be an option for <br />children during events, as opposed to an actual playground area; green space, trees and landscaping; <br />feasibility of the added event space being a concept to move toward at a later time, with the space currently <br />dedicated to having tenting being an initial solution for the Florida weather; and concerns about fencing and <br />gating of the venue and how that would work. <br />MOTION: Member Farmer moved to accept the Brightwater Conceptual Master Plan, as <br />presented, and turn the meeting back over to the City Commission for further <br />discussion, consideration, and a vote. Motion was seconded by Member <br />Nordstrom. Motion carried 3-1 by voice vote, Member Nash dissenting. <br />Chair Icenhower passed the gavel back to Mayor Henson to continue discussion and consideration by the City <br />Commission. <br />Mayor Henson announced that the City Commission would entertain any comments or concerns from the <br />audience prior to moving to discussion amongst the Commissioners. <br />Audience Participation: The following individuals came forward: <br />Karen Hulbert, 410 Iris Road, inquired whether the project could be done in portions, <br />starting with the house, and seeing how it works, and then considering other components. <br />Mayor Henson explained that was exactly what was going to happen. Funding was not available for the full <br />project at this time and what was being presented was simply a concept plan and nothing was etched in stone. <br />The first thing to be done would be to secure the house and make necessary repairs to preserve it and keep it <br />from going into further disrepair, such as adding air conditioning and repairing the roof and after that, as <br />finding becomes available, to then get the site viable for small events, and work out from that. <br />2. Curt Klausner, 924 Saza Run, asked for clarification from the Parks and Recreation Advisory <br />Board if they had just accepted the proposed Conceptual Master Plan for the record as <br />presented, the Plan that was rejected in the Board's initial recommendations. <br />Chair Icenhower clarified that what was originally proposed was not the same as what had been presented at <br />this meeting. There were two different plans at that time, and tonight's was a third, entirely different plan, <br />and what the Board was approving was to move the Plan forward with the comments that were made to the <br />Commission for its consideration. <br />Gerry Wesol, 942 Niblick Drive, expressed the same concerns expressed by his wife earlier <br />in the meeting concerning traffic issues in his neighborhood and use of their street as a cut - <br />through to Winter Park Drive, and also requested the City consider gated access to his <br />community. He added that other than those concerns, he felt the project was great. <br />4. Brenda Hendricks, 705 S Lost Lake Lane, reiterated her opinion that since the City was <br />investing $24 million on enhancements to its other parks, this park should be a passive park <br />with botanical gardens and a smaller event venue, with no playground or kayak launch, <br />especially considering potential disruption of events and the potential for people to hang out <br />
