CASSCLBERRY CITY COMMISSION <br />Minutes of December 14, 2021 - Special Joint <br />Meeting with Parks and Recreation Advisory Board <br />Page 5 of A <br />playground or an additional building was necessary. <br />Debra Wesol, 942 Niblick Drive, stated that she liked what had been presented and it was <br />beautiful; however, since components of the plan had been moved to the north it would have <br />a major impact on her neighborhood. She expressed concerns about traffic safety issues with <br />children, pets, and wild birds in the area, noting that she and her neighbors were in the <br />Fairway Cove subdivision. She asked that the City Commission consider gating the <br />community off to alleviate cut -through traffic and speeding issues amplified by the event <br />venue being located there. <br />7. Al Tunnissen, 515 Queens Mirror Circle, agreed that the comparisons presented were for <br />much larger venues and expressed concerns about the impact of the event center on parking, <br />traffic, garbage and green space and a desire for it to be downsized to have less impact on the <br />land itself and the surrounding residents. He also encouraged the City Commission to think <br />about the environment and to go green on this project. <br />Colleen Hufford, 527 Queens Mirror Circle, stated she was in favor of a 200 -person capacity <br />by utilizing a tent, but felt full uses for the park had not yet been defined. She expressed <br />concerns about whether the site would be used during the week, and if so, how the integrity <br />of the event venue could be protected, She was opposed to a kayak launch and felt the <br />observation deck should be moved further north. <br />I Illian Carroll, 171 Quail Pond Circle, stated she loved a lot of the components, but was <br />opposed to kayak launch. She suggested installation of solar panels on the flat roof and <br />changing the second -floor windows to larger ones. <br />10. Dr. Deborah Bauer, 423 Eagle Circle (unincorporated Seminole County), stated she was <br />happy to see the efforts to maintain the historic aspects of the home and site. She <br />encouraged development of the gardens and suggested that GAI or staff should reach out for <br />a comparison with DeBary Hall which is a historic home and site very similar in size to <br />Brightwater that was purchased and developed as an event center by the City of DeBary. <br />No one else came forward. <br />Chair Ieenhower closed audience participation and advised the meeting was now open for discussion and <br />questions for the consultants from the .Parks and Recreation Advisory Board members. <br />Discussion: Discussion ensued which included: issues and community concerns which had been addressed, <br />and concerns that the kayak launch area and playground issues were still not resolved; concerns about safety <br />issues due to location of the playground area being too near the street; opposition to a kayak launch as being a <br />possible disruption to events; feeling that the Conceptual Plan needed to be tightened up to go back to the <br />original passive park idea and event venue; opinion that the City already has sufficient active parks to serve <br />the community; and the feeling that the focus for this site should remain as originally intended. Board. <br />Member Nash inquired whether lighting would be on at the site during the week or just for events, as she had <br />some concerns about that. Mr. Bellomo advised that would be a decision made by the City when operating <br />hours were determined for the venue. Further discussion ensued which included: support for the botanical <br />
