CASSL'LBERRY CITY COMMISSION <br />Minutes of December 14, 2021 - Special Joint <br />Meeting with Parks and Recreation Advisory Board <br />Page 4 of 8 <br />Budget Impact: There is no impact to the budget. At this time, the project is not funded beyond concept <br />planning. <br />Recommendation: The City Manager and the Public Works Director recommend that the City Commission <br />and Casselberry Parks and Recreation Advisory Board provide final input and direction for the development <br />of Final Conceptual Plan for the Brightwater Estate. <br />Mayor Henson passed the gavel to Parks and Recreation Board Chair Courtney Icenhower for further <br />discussion, consideration, and action by the Board. <br />Chair Icenhower announced that the Board would entertain any comments or concerns from the audience <br />prior to moving to discussion amongst the Board members and requested that anyone who wished to <br />speak please approach the podium and state their name and address for the record. <br />Audience Participation: The following individuals came forward: <br />Brenda Hendricks, 705 S Lost Lake Lane, expressed concern that she felt the City <br />Commission had chosen to ignore the Board's recommendation for a passive park with no <br />playground or kayak launch. She also stated that the Board, the public and the majority of <br />the City Commission had at previous meetings indicated a preference for a smaller venue <br />and no additional event building; also, that the consultant had not addressed this, nor the fact <br />that the comparisons in the presentation had all been much larger venues. <br />Mr. Newlon clarified that the City Commission had discussed the possibility of leaving the additional <br />building out of the plans, but with the idea that it would phase in over time. The consensus of the <br />Commission was to include the 200 -seat event center in the plan, as the Concept Plan is for the purpose of <br />showing the maximum potential of the site in the event of sufficient resources. <br />Bill Hufford, 527 Queens Mirror Circle, suggested that if an outlook was going to be <br />included in the plans, it should be moved to the north to avoid noise issues from adjacent <br />properties. <br />Curt Klausner, 924 Saza Run, stated that he was excited about the project, but expressed <br />concerns about traffic and was not in favor of a 200 -person venue with a playground and <br />kayak launch, but instead favored a passive park for picnicking, walking, picture taking and <br />similar activities. He also agreed with Ms. Hendricks' comments regarding the City <br />Commission having earlier recommended taking the playground out of the plans. <br />4. Jeremy Gainey, 528 Queens Mirror Circle, expressed concerns about traffic in the area and <br />inquired whether any traffic studies or economic studies had been done to gauge the impact <br />an event center would have on the surrounding communities, stating that he would like to see <br />more information on what had been done concerning those issues. <br />Joyce Heaton, 913 Saza Run, stated she felt the venue was great and she liked some of the <br />ideas presented; however, she was opposed to the kayak launch as she felt it would be <br />disruptive to events and had the potential for trash in the area and she did not think either a <br />
