She agreed that DeBary hall and Capon House should be <br />used as guides and more research should be done before expanding the plans too much. <br />5. Larry Smith, 912 Niblick Drive, stated he lives across the street from the proposed event <br />center and was personally kind of neutral on the playground, noting that what was being <br />proposed was very low key and not big enough to be called a playground since there would <br />be no active equipment on it. <br />No one else came forward. Mayor Henson closed the audience participation portion of the meeting and <br />announced the meeting would now move into discussion and consideration by the City Commission, <br />Discussion: Discussion ensued amongst the City Commissioners, consultant, and staff which included: <br />intent of acquisition of property was to provide additional park space and protect the property from <br />development by developers which would have a greater impact on the surrounding communities; future land <br />use designation, zoning, and potential density entitlements if the property were developed as housing,units; <br />feasibility of including a playground area as one of the project components, or possibly just a small area for <br />children during events, but not necessarily an actual playground; feasibility of including a kayak launch as <br />part of the project and the possibility of closing it during events if it were to be included; focus on securing <br />the house, then utilizing site for small events, with the possibility of future expansion with additional <br />building(s); concerns about not having been provided proformas for various potential capacities; concerns <br />about making the venue one that will have a positive impact and will benefit all residents; lack of funding <br />currently for anything more than securing of the home and property; addressing concerns of neighboring <br />communities, especially regarding increased traffic; parking issues; the fact that it will be years before <br />completion of the project with all the components ultimately decided upon; the fact that there will most likely <br />be changes to the project before it is finally completed; potential uses for the proposed venue; the need to <br />respect the input from the Parks and Recreation Advisory Board and the public; the fact that there will most <br />likely be changes to the City Commission members before the project is completed; ensuring the property and <br />home are maintained; the fact that the consultants had. created the latest plan incorporating the guidance and <br />changes as directed by the Commission; and the need to take a phased approach to the project with some <br />amenities being constructed initially and others added later as firnd ng becomes available. Mr. Bellomo noted <br />that even if finding were available now to complete everything on the Conceptual Master Plan, his team <br />would not suggest that be done. It should be an incremental development, starting small, and, as it is <br />successful and any impacts to the neighborhoods has been mitigated and funding becomes available, then <br />continuing to move forward. <br />At the conclusion of the discussion, each of the Commissioners expressed appreciation to the Parks and <br />Recreation Board members and the citizens for their input and reached the following consensus to be used as <br />a guideline by GAI Consultants, Inc.'s Community Solutions Group in preparation of the Final Conceptual <br />Plan. <br />CONSENSUS: The City Commission agreed by consensus to accept the Conceptual Master <br />Plan for the Brightwater Estate as amended to remove the kayak launch <br />component, and to direct GAI Consultants, Inc.'s Community Solutions <br />Group to prepare the Final Conceptual Master Plan which should include a <br />footnote that the additional event center building which would bring the site to <br />a maximum potential capacity of 200 and other auxiliary buildings would be <br />
