CASSCLBERRY CITY COMMISSION <br />Minutes of June 24,2024 — Regurar Meeting <br />Page 9 of 11 <br />representative to the South Seminole North Orange County Wastewater Transmission Authority Board, <br />which is a special district of which the City is a member, along with Seminole County and the Cities of <br />Maitland and Winter Park. There is currently a regular member in place, Distribution and Collections <br />Superintendent Matt Baker, whose term will expire in September of 2024. However, rules of the Authority <br />have changed to provide that the length of term for the City's representative and alternate representative <br />will be at the pleasure of the Commission, so that will be addressed in September when Mr. Baker's <br />reappointment is considered. The City's alternate representative, Lorie Mertens -Black, has resigned, and <br />Mr. Charres has expressed an interest in being appointed to fill the vacancy. In response to a question from <br />the Commission regarding whether the opportunity to fill the position had been made known to other staff <br />who may have been interested, Mr. Newlon explained that this was a unique board that did not operate in <br />the Baine manner as the City's volunteer boards, but almost as a board of directors for a business unit. He <br />noted that it was very important to have someone appointed who has an expertise in this area and an <br />appreciation for the mission and the business that this board conducts, and there was no one more qualified <br />to do so than Mr. Charres. <br />Budget Impact: This item has no impact to the City's budget. <br />Recommendation: The City Manager and the City Clerk recommended the City Commission consider the <br />appointment of Jiovani Charres as the City's alternate representative to the South Seminole North Orange <br />County Wastewater Transmission Authority Board. <br />Audience Participation: No one came forward to address the City Commission regarding this item. <br />MOTION: Vice Mayor Aramendia moved to appoint Jiovani Charres to serve as the <br />City's alternate representative to the South Seminole North Orange County <br />Wastewater Transmission Authority Board. Motion was seconded by <br />Commissioner Busch. Motion carried unanimously by voice vote 4-0. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced that persons wishing to make comment or make inquiry on any matter not on <br />the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules <br />of decorum. The following individuals came forward: <br />1. Wilfredo Ocasio, 132 Park Avenue, expressed concerns about damage caused by golf balls, golfers, <br />and golf carts to properties adjacent to the Casselberry Golf Club. <br />City Manager Randy Newlon suggested that any residents having concerns about damage caused by golf <br />balls, golfers or golf carts from the Casselberry Golf Club should contact his office to discuss these issues <br />and potential solutions. <br />2. Michael Rogers, 134 Park Avenue, also expressed concerns about damage caused by golf balls, <br />golfers, and golf carts to properties adjacent to the Casselberry Golf Club. <br />No one else came forward. <br />
