CASSELBERRY CITY COMMISSION <br />Minutes of June 24, 2024 — Regular Meeting <br />Page 8 of i I <br />Audience Participation: The following individual came forward to address the City Commission <br />regarding this item: <br />Mark Harden, 2460 Markingham Road, President of the English Estates/English Woods <br />Homeowners Association, spoke in favor of the project and commended staff for their <br />negotiations with Seminole County which will result in the project's impact on the residents <br />being greatly reduced. <br />No one else came forward to address the City Commission regarding this item. <br />MOTION: Commissioner Divita moved to award the bid for ITB -2024-1171 and execute <br />an agreement with Cathcart Construction Co. in the amount of $2,749,642 to <br />provide for the construction of the Northgate Phase 1 Water Main <br />Replacement Project, authorize the City Manager to approve change orders <br />up to 5% of the base proposal amount, and approve Budget Amendment #24- <br />051, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 4-0. <br />B. Presentation and Discussion of the Draft City of Casselberry Vision Zero Action <br />Plan <br />Staff Presentation: Public Works & Utilities Director Kelly Brock introduced Kathrin Tellez with Fehr <br />and Peers who presented an overview of the draft City of Casselberry Vision Zero Action Plan, which <br />included the following Chapters: Chapter 1: Need for a Vision Zero Action Plan; Chapter 2: <br />Understanding the Crash Trends; Chapter 3: Listening to the Community; Chapter 4: Toolkit of Strategies; <br />Chapter 5: Project Development; Chapter 6: Plan of Action; and Chapter 7: Implementation and Tracking. <br />She added that the Plan sets a goal of reaching zero fatalities and severe injuries by 2030 on City roadways, <br />and by 2040 on all other roadways within the City, which would include Florida Department of <br />Transportation (FDOT) roadways, county roadways, and even some private streets. She further added that <br />after including any feedback provided by the Conunission tonight, the hope is to present the final version <br />of the Plan at the July regular meeting for adoption. The results of the City's Plan would then be <br />incorporated into the Regional Plan, which is expected to be adopted in September, and then there will also <br />be plans at the regional, county and City of Casselberry levels to apply for additional state and federal <br />funding to help with implementation of projects that have been identified. The Plan also includes some <br />very measurable metrics so progress can be monitored and reviewed and reported annually to the <br />Commission in order to have a discussion on what is and is not working within the community. The <br />Commission as a whole expressed support for the draft plan as presented, and expressed appreciation to Dr. <br />Brock and his staff, as well as Ms. Tellez for all they had done to move forward with the Plan. <br />C. Board Appointment — South Seminole North Orange County Wastewater <br />Transmission Authority Board - Alternate <br />Staff Presentation: Deputy City Clerk Linda Sundvall stated that this item was for the purpose of <br />considering appointment of Acting Utility Divisions Director Jiovani Charres as the City's alternate <br />
