Award of Bid and Construction Agreement with Cathcart Construction Company <br />for Northgate Phase 1 Water Main Replacement Project and Related Budget <br />Amendment #24-051 <br />Staff Presentation: Acting Utility Divisions Director .liovani Charres gave an overview of this item which <br />is a request for consideration to award Bid ITB -2024-117, approve a construction agreement with Cathcart <br />Construction Company for Northgate Phase 1 Water Main Replacement Project, and approve related <br />Budget Amendment #24-051. This capital improvement project is included in the City's Potable Water <br />Master Plan and will replace existing water mains in the Northgate community, which is part of the English <br />Estates community in unincorporated Seminole County due to their age and pipe materials. This specific <br />phase is west of Oxford Road, north of Derbyshire Road and south of Hunterfield Road. The Phase l <br />project will replace approximately 10,500 linear feet of water main and abandon an additional <br />approximately 2,300 linear feet of asbestos cement. The pipes were installed in the 1960's and are nearing <br />the end of their life span. The old pipes being abandoned will be filled with cement grout and abandoned <br />in place. The new pipe will be installed via open cut trenching using a much sturdier PVC pipe material. <br />The contractor will be required to restore areas to previous condition, including any backfilling of trenches <br />that are opened, and repair of any driveways, roadways, and landscaping disturbed during the project. The <br />project also includes additional hydrants that will be installed to meet proper fire hydrant spacing, and any <br />hydrants currently there will be replaced in place. The engineering firm, Tetra Tech, Inc., which provided <br />the design and limited construction, estimated the cost for the project at approximately $2.4 million. An <br />Invitation to Bid was issued in April and two bids were received in the amounts of $2.7 million and $3.9 <br />million. The lowest and most responsible bid was Cathcart Construction Company in the amount of $2.7 <br />million. This item also requests approval of Budget Amendment #24-051 which allocates ARPA <br />(American Rescue Plan Act) funding to this project. Most of the funding for this project will consist of <br />ABPA funds with the remainder being funds that were previously budgeted. A 5% contingency has been <br />included in the allocation in the event any change orders are needed, and it is also being recommended that <br />the City Manager be authorized to approve change orders up to 5% of the base proposal amount. <br />Budget Impact: Budget Amendment #24-051 increases the ARPA (American Rescue Plan Act) <br />Distribution & Collection Infrastructure account 4124-0751-536.63-40 in the amount of $2,887,124 and <br />the ARPA Non -Operating Source account #124-0000-389.90-00 in the amount of $2,227,220. It also <br />reallocates unencumbered funds previously budgeted for the Windward Square Water Main Replacement <br />Project (PW 1808) in the amount of $290,054, removes the roll-over project budget established in the <br />Renewal and Replacement Fund account #402-0751-536.63-40 in the amount of $1,866,007 and instead <br />creates a transfer from the 402 fund to the ARPA fund to support project funding in the amount of $659,904. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended an award <br />of Bid for ITB -2024-1171 and execution of an agreement with Cathcart Construction Company in the <br />amount of $2,749,642 to provide for construction of the Northgate Phase I Water Main Replacement <br />Project, authorization for the City Manager to approve change orders up to 5% of the base proposal amount, <br />and approval of related Budget Amendment #24-051. <br />
