All were present with the exception of <br />Commissioner Albritton. The Deputy City Clerk stated that the Agenda had been arnended prior to the <br />meeting to include Commissioner Albritton's Excuse of Absence as part of the Consent Agenda, as he had <br />advised earlier in the day that he would be unable to attend due to illness. <br />5. MINUTES <br />A. Minutes of June 10, 2024 — Regular Meeting <br />MOTION: Vice Mayor Aramendia moved to approve the minutes of the June 10, 2024 <br />Regular Meeting, as presented. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 4-0. <br />6. PRESENTATIONS/COMMENDATIONS <br />A. Proclamation: Recognizing July 2024 as Parks and Recreation Month <br />Mayor Henson read in its entirety a proclamation recognizing July 2024 as Parks and Recreation Month in <br />the City of Casselberry and presented the proclamation to Recreation Programs & Events Supervisor Lynn <br />Hoppes. <br />7. CONSENT AGENDA <br />A. Resolution 24-3423 — Street Lighting Assessment Preliminary Rate Resolution <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, RELATING TO THE ANNUAL PROVISION AND FUNDING OF STREET <br />LIGHTING SERVICES WITHIN THE CITY; PROVIDING FOR THE IMPOSITION OF <br />STREET LIGHTING ASSESSMENTS WITHIN THE ENTIRE AREA OF THE CITY; <br />ESTIMATING THE SERVICE COST TO PROVIDE STREET LIGHTING SERVICES, <br />FACILITIES, EQUIPMENT AND IMPROVEMENTS FOR THE FISCAL YEAR COMMENCING <br />OCTOBER 1, 2024; ESTABLISHING THE METHOD OF ASSESSING THE STREET LIGHTING <br />SERVICE COST AGAINST REAL PROPERTY THAT WILL BE SPECIALLY BENEFITED; <br />DIRECTING THE CITY MANAGER TO PREPARE A PRELIMINARY STREET LIGHTING <br />ASSESSMENT ROLL; ESTABLISHING A PUBLIC HEARING TO CONSIDER IMPOSITION <br />OF THE PROPOSED STREET LIGHTING ASSESSMENTS; DIRECTING THE PROVISION OF <br />NOTICE IN CONNECTION THEREWITH; AND PROVIDING FOR CONFLICTS, <br />SEVERABILITY AND EFFECTIVE DATE." <br />
