CASSCLBERRY CITY COMMISSION <br />Minutes of June 10, 2024 — Regular Mecting <br />Page 16 of 20 <br />Budget Impact: There is no impact on the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended adoption <br />of Ordinance 24-1603 on second and final reading. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Ordinance 24-1603. Mayor Henson opened the floor for public participation. No one <br />came forward to address Ordinance 24-1603. Mayor Henson closed the public hearing relative to <br />Ordinance 24-1603. <br />MOTION: Vice Mayor Aramendia moved to adopt Ordinance 24-1603 on second and <br />final reading, as presented. Motion was seconded by Commissioner Divita. <br />Motion carried unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Site Plan Approval for a Development of Community Impact at Dew Drop Park — <br />1471 Canterbury Circle (SPR -24-13) <br />Staff Presentation: Chief Planner Antonia DeJesus stated that this item was a request for site plan approval <br />for a Development of Community Impact (CDI) for significant improvements to Dew Drop Park located at <br />1471 Canterbury Circle. The subject property consists of approximately 6.77 acres and has a Future Land <br />Use Map (FLUM) designation of Recreation and Open Space (ROS) and is not located in any overlay <br />districts. Proposed improvements include renovations to the basketball and beach volleyball courts, a new <br />playground, tennis and pickleball courts, a sensory garden, an extended dock with an observation deck, new <br />restroom facilities, benches, and a trail looping around the park. The City's Development Review <br />Committee (DRC) comprehensively reviewed the project in various design phases and granted approval on <br />April 25, 2024. The Planning and Zoning Commission, acting as the City's Local Planning Agency voted <br />5-0 at its meeting on May 8, 2024 to recommend approval of this item to the City Commission. The <br />Planning and Zoning Commission's recommendation also encompassed an approval of a conditional use <br />request for an impervious area greater than 30%. Approval of the site plan for a Development of <br />Community Impact at Dew Drop Park at 1471 Canterbury Park is requested subject to the following <br />conditions: <br />1. The site plan approval shall be valid for one (1) year; an.extension request may be submitted <br />prior to the expiration of this approval. <br />2. Prior to construction, the proposed fire hydrant shall be installed and tested/flowed. <br />3. Lighting fixtures mounted higher than 20 feet require approval of a variance by the Planning <br />and Zoning Commission/Local Planning Agency. <br />4. Onsite lighting shall not be installed without the review and approval of a photometric plan by <br />the City's Planning Division to ensure compliance with ULDR (Unified Land Development <br />Regulations) Section 3-10.6. <br />5. All of the above conditions shall be fully and faithfully executed, or the site plan shall become <br />null and void. <br />
