Christine Fitzgerald, 481 Citrus Lane, spoke in opposition to Ordinance 24-1602. <br />No one else came forward to address Ordinance 24-1602. Mayor Henson closed the public hearing relative <br />to Ordinance 24-1602. <br />MOTION: Commissioner Busch moved to adopt Ordinance 24-1602 on second and final <br />reading, as presented. Motion was seconded by Vice Mayor Aramendia. <br />Motion carried unanimously by voice vote 5-0. <br />C. Public Hearing: Second Reading of Ordinance 24-1603 — Amending the Official <br />Zoning Map Classification for Property Located at 329 Seminola Boulevard (Parcel <br />ID 09-21-30-502-0000-0020) <br />The City Clerk read Ordinance 24-1603 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, OF THE UNIFIED LAND DEVELOPMENT REGULATIONS, CODE OF <br />ORDINANCES OF THE CITY OF CASSELBERRY, FLORIDA, AS AMENDED AND <br />SUPPLEMENTED; AMENDING THE ZONING CLASSIFICATION FROM R-12.5 (LOW <br />DENSITY SINGLE-FAMILY RESIDENTIAL) TO RMF -13 (MEDIUM DENSITY MULTI- <br />FAMILY RESIDENTIAL) FOR APPROXIMATELY 0.85 ACRES, LOCATED AT 329 <br />SEMINOLA BLVD, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1603 <br />was advertised in the Orlando Sentinel on Friday, May 31, 2024. <br />Business Impact Statement: A Business Impact Statement was provided for this ordinance in accordance <br />with Section 166.041(4), Florida Statutes. <br />Staff Presentation: Planner I Matthew Linder stated that Ordinance 24-1603 amends the Official Zoning <br />Map Designation for one (1) parcel located at 329 Seminola Boulevard (Parcel ID 09-21-30-502-0000- <br />0020) from R-12.5 (Low Density Single -Family Residential) to RMF -13 (Medium Density Multi -Family <br />Residential). The subject property is approximately 0.85 acres and has a Medium Density Residential <br />Future Land Use Map (FLUM) designation. The current zoning for the subject property is inconsistent with <br />the Medium Density Residential FLUM designation; therefore, the applicant has applied to amend the <br />City's Official Zoning Map designation to RMF -13 (Medium Density Multi -Family Residential) to provide <br />consistency with the current FLUM designation. The Planning and Zoning Commission, acting as the <br />City's Local Planning Agency (LPA) voted 3-1 at its meeting on April 10, 2024 to recommend approval of <br />this item to the City Commission. The request to amend the City's Official Zoning Map Designation from <br />R-12.5 (Low Density Single -Family Residential) to RMF -13 (Medium Density Multi -Family Residential) <br />for the subject property is consistent with the City's Comprehensive Plan and Medium Density Residential <br />(MDR) FLUM designation; compatible with the surrounding mix of land uses and zoning districts; and <br />utility services are available to the subject property. <br />
