CASSGLBCRRY CITY COMMISSION <br />Minutes of April 8, 2024 — Regular Meeting <br />Page 9 of I I <br />Staff Presentation: Planner I Hunter McFerrin stated that Ordinance 24-1600 amends the Future Land <br />Use Map (FLUM) designation for one parcel located at 2075 Howell Branch Road (Parcel ID 28-21-30- <br />300-0280-0000) from Seminole County Office (OFF) to City of Casselberry Commercial (C). The subject <br />property is approximately 1.79 acres in size and was annexed into the City February 26, 2024, and the <br />applicant, Carlos Gregory of Winter Springs Moree LLC, intends to development the site with commercial <br />retail spaces. To proceed with site development a consistent FLUM designation and zoning district must <br />first be established, and Ordinance 24-1600 will amend the FLUM designation, and the applicant then <br />intends to request that the property be rezoned to CG (Commercial General) to support the development of <br />the site with retail spaces. The Planning and Zoning Commission, acting as the City's Local Planning <br />Agency (LPA) voted unanimously at its meeting on March 13, 2024 to recommend approval of this item to <br />the City Commission. The request to amend the Future Land Use Map designation from Seminole County <br />Office (OFF) to City of Casselberry Commercial (C) is consistent with the City's Comprehensive Plan; <br />compatible with the surrounding mix of land uses and zoning districts; and City water and sanitary sewer <br />services are available to the subject property. <br />Budget Impact: There is no impact on the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 24-1600 on first reading. <br />Audience Participation: No one came forward to address Ordinance 24-1600. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 24-1600 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 5-0. <br />11. PUBLIC HEARINGS <br />No items were presented for consideration ort this agenda. <br />12.
