CASSGLBCRRY CITY COMMISSION Minutes of April 8, 2024 — Regular Meeting Page 9 of I I Staff Presentation: Planner I Hunter McFerrin stated that Ordinance 24-1600 amends the Future Land Use Map (FLUM) designation for one parcel located at 2075 Howell Branch Road (Parcel ID 28-21-30- 300-0280-0000) from Seminole County Office (OFF) to City of Casselberry Commercial (C). The subject property is approximately 1.79 acres in size and was annexed into the City February 26, 2024, and the applicant, Carlos Gregory of Winter Springs Moree LLC, intends to development the site with commercial retail spaces. To proceed with site development a consistent FLUM designation and zoning district must first be established, and Ordinance 24-1600 will amend the FLUM designation, and the applicant then intends to request that the property be rezoned to CG (Commercial General) to support the development of the site with retail spaces. The Planning and Zoning Commission, acting as the City's Local Planning Agency (LPA) voted unanimously at its meeting on March 13, 2024 to recommend approval of this item to the City Commission. The request to amend the Future Land Use Map designation from Seminole County Office (OFF) to City of Casselberry Commercial (C) is consistent with the City's Comprehensive Plan; compatible with the surrounding mix of land uses and zoning districts; and City water and sanitary sewer services are available to the subject property. Budget Impact: There is no impact on the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of Ordinance 24-1600 on first reading. Audience Participation: No one came forward to address Ordinance 24-1600. MOTION: Vice Mayor Aramendia moved to approve Ordinance 24-1600 on first reading, as presented. Motion was seconded by Commissioner Busch. Motion carried unanimously by voice vote 5-0. 11. PUBLIC HEARINGS No items were presented for consideration ort this agenda. 12.
