CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2024 — Regular Meeting <br />Page 8 of 14 <br />OF CASSELBERRY MAJOR THOROUGHFARE MIXED-USE FOR ONE PARCEL, TOTALING <br />APPROXIMATELY 0.82 ACRES, LOCATED AT 1550 S.R. 436, AS DESCRIBED IN SECTION I <br />OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Planner I Matt Linder stated that Ordinance 24-1596 amends the City's Future Land <br />Use Map (FLUM) designation for one parcel (Parcel ID 33-21-30-300-007B-0000) located at 1550 S.R. <br />436 from Seminole County Commercial to City of Casselberry Major Thoroughfare Mixed -Use. The <br />subject property is approximately 0.82 acres. As part of a previously executed pre -annexation agreement, <br />the subject property was recently annexed into the City, and the applicant, Minesh Patel, representing <br />Willow Partnership, LLC, intends to obtain a consistent Future Land Use Map designation and zoning <br />district from the City as required. No changes to the property are proposed. The Planning and Zoning <br />Commission, acting as the City's Local Planning Agency (LPA) voted unanimously 6-0 at its meeting on <br />February 14, 2024 to recommend approval of this item to the City Commission. The request to amend the <br />City's Future Land Use Map designation form Seminole County Commercial to City of Casselberry Major <br />Thoroughfare Mixed -Use for the subject property is consistent with the City's Comprehensive Plan and <br />Major Thoroughfare Mixed -Use FLUM designation; compatible with the surrounding mix of land uses and <br />zoning districts; and City water and sanitary sewer services are available to the subject property. <br />Budget Impact: There is no impact on the City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 24-1596 on first reading. <br />Audience Participation: No one came forward to address Ordinance 24-1596. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 24-1596 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 4-0. <br />B. First Reading of Ordinance 24-1597 — Amending the Official Zoning Map Designation for <br />Property Located on David Drive (Parcel ID 26-20-30-5AR-OD00-055B) <br />The City Clerk read Ordinance 24-1597 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, SECTION <br />2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF CASSELBERRY, <br />FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE ZONING <br />CLASSIFICATION FROM SEMINOLE COUNTY A-1 (AGRICULTURAL) TO CITY OF <br />CASSELBERRY RMF -13 (MEDIUM DENSITY MULTIFAMILY) FOR APPROXIMATELY 4.85 <br />ACRES, GENERALLY LOCATED TO THE EAST OF AN UNIMPROVED RIGHT-OF-WAY <br />IDENTIFIED AS DAVID DRIVE AND DESCRIBED WITH PARCEL IDENTIFICATION <br />NUMBER 26-20-30-5AR-OD00-055B, AS DESCRIBED IN SECTION I OF THIS ORDINANCE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />
