CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2024 — Regular Meeting <br />Page 7 of 14 <br />Motion was seconded by Vice Mayor Busch. Motion carried unanimously by <br />voice vote 4-0. <br />B. Resolution 24-3408 — Amended and Restated Employment Agreement with City <br />Manager James R. Newlon <br />The City Clerk read Resolution 24-3408 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING AND RESTATING THE EMPLOYMENT AGREEMENT BETWEEN <br />THE CITY AND CITY MANAGER JAMES R. NEWLON; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 24-3408 provides for amending <br />and restating the Employment Agreement that was approved by the City Commission and entered into at <br />the time of his appointment as City Manager in 2012 to revise outdated content, provide for salary <br />adjustments and accrued benefits in the same manner as general employees, and to provide consistency <br />with current City policies. He gave a brief overview of those changes which included updating the auto <br />allowance, removing the telephone stipend, and aligning for consistency with City policies for regular <br />employees. If approved, salary adjustments and annual cost of living adjustments (COLA) and/or merit <br />pay adjustments would be made in the same manner as general employees and the accrual of benefits and <br />resolution of same upon separation would also be made in the same manner as general employees and <br />consistent with City policies. <br />Budget Impact: Sufficient funding exists within the FY 2024 Budget for this action. <br />Recommendation: The City Manager recommended approval of Resolution 24-3408. <br />Audience Participation: No one came forward to address Resolution 24-3408. <br />MOTION: Commissioner Busch moved to approve Resolution 24-3408, as presented. <br />Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously <br />by voice vote 4-0. <br />10. FIRST READING OF ORDINANCES <br />A. First Reading of Ordinance 24-1596 — Amending; the Future Land Use Map Designation <br />for Property Located at 1550 S.R. 436 (Parcel ID 33-21-30-300-007B-0000) <br />The City Clerk read Ordinance 24-1596 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN BY PROVIDING FOR A CHANGE OF THE <br />FUTURE LAND USE DESIGNATION FROM SEMINOLE COUNTY COMMERCIAL TO CITY <br />
