CASSELBERRY CITY COMMISSION <br />Minutes of February 26, 2024 — Regular Meeting <br />Page 9 of 14 <br />Staff Presentation: Planner I Hunter McFerrin stated that Ordinance 24-1597 amends the official zoning <br />designation for one (1) parcel located on David Drive (Parcel ID 26-20-30-5AR-OD00-055B) from <br />Seminole county A-1 (Agricultural) to City of Casselberry RMF -13 (Medium Density Multifamily). The <br />subject property is approximately 4.85 acres and is generally located east of 1085 Belle Avenue along an <br />unimproved right-of-way identified as David Drive. The subject property was recently annexed into tine <br />City, and the applicant, David Auerbach of David Drive LLC, intends to develop the subject property with <br />townhomes. To proceed with site development, a consistent Future Land Use Map (FLUM) designation <br />and zoning district must first be established. A related amendment to the City's Future Land Use Map is <br />currently being processed. The Planning and Zoning Commission, acting as the City's Local Planning <br />Agency (LPA) voted unanimously 6-0 at its meeting on February 14, 2024 to recommend approval of this <br />item to the City Commission. The request to amend the Official Zoning Map designation form Seminole <br />County A-1 (Agricultural) to City of Casselberry RMF (Medium Density Multifamily) for the subject <br />property is consistent with the City's Comprehensive Plan and the Medium Density Residential FLUM <br />designation; compatible and consistent with the adjacent land uses and zoning districts; City water and <br />sanitary sewer services are available to the subject property and hydraulic modeling was recently completed <br />and confirmed capacity; and Seminole County Public Schools provided a School Impact Analysis School <br />Capacity Determination indicating any generated students could be accommodated based on the maximus <br />density of the Medium Density Residential FLUM designation. <br />Budget Impact: There is no impact on tine City Budget. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 24-1597 on first reading. <br />Audience Participation: No one came forward to address Ordinance 24-1597. <br />MOTION: Commissioner Busch moved to approve Ordinance 24-1597 on first reading, <br />as presented. Motion was seconded by Vice Mayor Aramendia. Motion <br />carried unanimously by voice vote 4-0. <br />II. PUBLIC HEARINGS <br />A. Public Hearing: Second Reading of Ordinance 24-1591 — Providing for the <br />Voluntary Annexation of One (1) Property Located at 2075 Howell Branch Road <br />(Parcel ID 28-21-30-300-0280-0000) <br />The City Clerk read Ordinance 24-1591 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO <br />VOLUNTARY ANNEXATION; MAKING FINDINGS; ANNEXING TO AND INCLUDING <br />WITHIN THE CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA, CERTAIN <br />LANDS GENERALLY LOCATED AT 2075 HOWELL BRANCH ROAD; REDEFINING THE <br />CORPORATE LIMITS OF THE CITY OF CASSELBERRY, FLORIDA; PROVIDING FOR THE <br />INTERIM PROVISION OF LAND DEVELOPMENT REGULATIONS; PROVIDING THAT <br />EFFECTIVE IN ACCORDANCE WITH LAW, THE PROPERTY TO BE ANNEXED SHALL BE <br />
