CASSEL13RRRY CITY COMMISSION <br />Minutes of January 22, 2024 — Regular Meeting <br />Page 11 of 15 <br />MOTION: Vice Mayor Aramendia moved to reappoint regular members Kyle Curran, <br />Thomas Kirk, and Carolyn Stanley, each for a first full term, and regular <br />member Mike Lucas for a second full term, to the Planning & Zoning <br />Commission, all terms effective through January 31, 2026. Motion was <br />seconded by Commissioner Albritton. Motion carried unanimously by voice <br />vote 5-0. <br />Parks & Recreation Advisory Board <br />The Parks & Recreation Advisory Board consists of five regular (5) members and one (1) alternate who <br />serve two-year terms. In 2022, the City Commission decided not to fill the alternate member positions on <br />both the Planning & Zoning Commission and the Parks & Recreation Advisory Board. There were no <br />quorum issues as a result of these positions remaining vacant. The board appointment policy provides for <br />consideration of reappointments first. LeAnn Nash and Buffy Werle have submitted applications to be <br />considered for reappointment. There is one regular member vacancy due to Katy Farmer being termed out <br />after completing her third term on the Board. Thomas Cardenas, Emily Helmberger, and Sarah Wilson <br />have submitted applications to be considered to be appointed to fill the vacancy. All appointees' terms will <br />be through January 31, 2026. <br />MOTION: Vice Mayor Aramendia moved to reappoint regular member LeAnn Nash for <br />a third full term and regular member Buffy Werle for a second full term to <br />the Parks & Recreation Advisory Board, both terms effective through <br />January 31, 2026. Motion was seconded by Commissioner Busch. Motion <br />carried unanimously by voice vote 5-0. <br />MOTION: Vice Mayor Aramendia moved to appoint Sarah Wilson as a regular member <br />for a first full term to the Parks & Recreation Advisory Board, term effective <br />through January 31, 2026. Motion was seconded by Commissioner Busch. <br />Motion carried unanimously by voice vote 5-0. <br />Ms. Gardner advised for the audience that the applications for any applicants not selected would be kept on <br />file through the end of the calendar year and automatically re -submitted should any vacancies occur. <br />South Seminole North Orange County Wastewater Transmission Authority Board <br />The City of Casselberry is a member of the South Seminole North Orange County Wastewater Transmission <br />Authority (SSNOCWTA) and has one regular member on the board as well as one alternate member. The <br />bylaws for the board were recently updated to allow for appointment of City employees who are not <br />residents of the member cities. The city's regular member was former employee Tara Lamoureux, who left <br />employment with the City on December 27, 2023 and is no longer eligible. The unexpired term is effective <br />through September 2024. The current alternate member, Lorie Mertens -Black, does not wish to be <br />considered for appointment as the regular member. One (1) application has been received for this board <br />from Matthew Baker, Distribution and Collections Superintentendent. He is eligible to serve as an <br />employee of the City, even though lie does not reside in the City. <br />
