CASSCLBCRRY CITY COMMISSION <br />Minutes of January 22, 2024 — Regular Meeting <br />Page 10 of 15 <br />Audience Participation: The following individual came forward: <br />Jose Chavez, Storybook Development Services, 5931 Brick Court, Suite 168, Winter Park, <br />stated he was the agent for the applicant and wanted to make the City Commission aware that <br />his company and City staff had worked with Traffic & Mobility Consultants to prepare a <br />parking analysis that was used to establish the require parking in the proposed Concept Plan <br />and that the study and the ratios established in the study would be referenced specifically in the <br />PUD Agreement. He added that he would be working with staff and the City Attorney to add <br />that language prior to the Agreement coming back to the City Commission for final approval <br />and in response to a question from the City Commission, Ms. Reischmann confirmed that could <br />be accomplished. <br />No one else came forward to address Ordinance 24-1592. <br />MOTION: Commissioner Divita moved to approve Ordinance 24-1592 on first reading, <br />as presented. Motion was seconded by Commissioner Busch. Motion carried <br />unanimously by voice vote 5-0. <br />Il. PUBLIC HEARINGS <br />No items were presented for consideration on this agenda. <br />12. OTHER ITEMS <br />A. Volunteer Board Appointments <br />The Board Appointment Policy provides for consideration of reappointments first and for alternate <br />members to be considered first to fill any regular member vacancies that may occur. Board members are <br />limited to three consecutive terms on a board, with the exception of the Pension Board. Appointments to <br />fill an unexpired term do not count as a member's first term. The City Clerk will provide additional <br />background information and guidance at the meeting, as needed. <br />Planning & Zoning Commission <br />The Planning & Zoning Commission consists of seven (7) members and one (1) alternate member who <br />serve two (2) year terms. In 2022, the City Commission decided not to fill the alternate member positions <br />on both the Planning & Zoning Commission and the Parks & Recreation Advisory Board. There were no <br />quorum issues as a result of these positions remaining vacant. The board appointment policy provides for <br />consideration of reappointments first. Kyle Curran, Thomas Kirk, Mike Lucas, and Carolyn Stanley have <br />submitted applications to be considered for reappointment. All appointees' terms will be through January <br />31, 2026. <br />
