HURRICANE IDALIA REPORT <br />Staff Presentation: City Manager Randy Newlon and Police Chief Larry Krantz provided an update on the <br />efforts of staff to respond to the impact of Hurricane Idalia. The City had been monitoring the progress of <br />Hurricane Idalia and on Tuesday, in consultation with the Seminole County Emergency Operations Center, <br />Seminole County Government, local cities, the Seminole County School Board, the Seminole County <br />Sheriff's Office, and the Seminole County Fire Department, it was determined that precautions needed to be <br />made in anticipation of the storm and the decision was made to close all government facilities and to begin <br />preparations for that purpose. The Declaration of Emergency was made by the City Manager at 10:00 p.m. <br />Tuesday, August 29ti', and the Emergency Operations Center (EOC) was activated at 7:00 a.m. on <br />Wednesday, August 30t". Police Chief Larry Krantz gave a brief recap of the storm's impact and the City's <br />preparations for the storm which included constant monitoring of the storm as it developed; preparations by <br />staff for potential impacts; activation of the Emergency Operations Center (EOC) at a limited capacity; and <br />deployment of emergency generators and staff. The storm moved through the City with minimal impact and <br />there was no storm related damage, and no power outages or other significant issues, so the EOC was <br />deactivated at 12:30 p.m. on Wednesday and normal operations were resumed. All three water treatment <br />plants and the water reclamation facility remained on permanent power throughout the event and the facilities <br />did not receive any calls for storm related repairs. Reported rainfall was minimal. He expressed gratitude <br />that the City had not experienced any significant issues with Hurricane Idalia as had other areas of Florida, <br />and commended staff for doing a tremendous job in preparing for the impacts of the storm and being ready to <br />respond as needed. In response to questions from the City Commission, Mr. Newlon and Chief Krantz <br />advised there had been a steady influx of calls on the citizen hotline, but those were mostly about routine <br />matters and not storm related; however, the phones continued to be manned by staff throughout the day so <br />citizens could reach out with any questions or concerns. Mr. Newlon added that the lake levels had remained <br />low, there were no flooding issues reported, and winds remained modest throughout the day. He then advised <br />that emergency procedures required that the City Commission confirm his decision to declare a Local State of <br />Emergency, and the next agenda item would serve that purpose. <br />5. RESOLUTION 23-3371- CONFIRMING THE DECLARATION <br />OF A STATE OF PUBLIC EMERGENCY FOR HURRICANE <br />IDALIA <br />A. Resolution 23-3371— Confirming the Declaration of a State of Public Emergency for <br />Hurricane Idalia <br />The City Clerk read Resolution 23-3371 by title only as follows: <br />"A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, RECOGNIZING THE <br />DECLARATION OF A WEATHER EMERGENCY FOR HURRICANE IDALIA ISSUED BY THE <br />GOVERNOR OF THE STATE OF FLORIDA, EFFECTIVE THROUGHOUT THE STATE OF <br />FLORIDA INCLUDING SEMINOLE COUNTY AND THE MUNICIPALITIES SITUATED <br />THEREIN, AND THE DECLARATION OF A STATE OF EMERGENCY BY SEMINOLE <br />COUNTY; CONFIRMING THE LOCAL STATE OF EMERGENCY FOR THE CITY OF <br />CASSELBERRY BY THE CITY MANAGER; AUTHORIZING THE EXERCISE OF EMERGENCY <br />
