CASSELBERRY CITY COMMISSION <br />Minutes of August 31, 2023 — Special Meeting <br />Page 3 of 4 <br />MANAGEMENT PROCEDURES IN ORDER TO PROTECT THE HEALTH, SAFETY, AND <br />WELFARE OF THE CITIZENS OF CASSELBERRY, MEMBERS OF THE GENERAL PUBLIC, <br />AND CITY EMPLOYEES; PROVIDING FOR AN EFFECTIVE DATE." <br />Staff Presentation: Resolution 23-3371 confirms the City Manager's Declaration of a State of Public <br />Emergency due to imminent weather conditions associated with Hurricane Idalia which was declared at 10:00 <br />p.m. Tuesday, August 29, 2023. No separate staff presentation was presented for this item as the details of <br />the City Manager's Declaration of Emergency were included with the report given in the immediately <br />preceding item. <br />Audience Participation: No one came forward to address Resolution 23-3371. <br />MOTION: Commissioner Aramendia moved to approve Resolution 23-3371, as presented. <br />Motion was seconded by Commissioner Albritton. Motion carried <br />unanimously by voice vote 3-0. <br />6. BUDGET AMENDMENT #23-082 - ESTABLISHING A <br />BUDGET FOR EMERGENCY EXPENDITURES RELATING <br />TO HURRICANE IDALIA <br />Staff Presentation: City Manager Randy Newlon stated that Budget Amendment #23-082 was for the <br />purpose of establishing funding for the preventive measures that were taken in anticipation of Hurricane Idalia <br />and was very modest. The estimated expenditures so far were approximately $15,00 and it was not <br />anticipated that the final amount would exceed that. The funding is split between the General Fund, the <br />Stormwater Fund and the Utility Fund and is combined in the budget amendment being presented for <br />consideration. Mr. Newlon explained that these expenditures qualify as preventive measures that could be <br />reimbursed through FEMA (Federal Emergency Management Agency). However, according to information <br />received from the Seminole County Emergency Operations Center yesterday, it appears that FEMA is looking <br />for the County as a whole to reach total expenditures of approximately $2,030,000 which would be the <br />minimum threshold for reimbursements to be made, and he was not certain whether expenditures would reach <br />that point for this storm event. <br />BA #23-082 <br />Explanation of Request: This budget amendment seeks City Commission approval to provide funding for <br />preventive measures for Hurricane Idalia in the amount of $15,000. <br />Account Number Account Description Amount <br />Increase: <br />001-0190-519.58-06 Contingency Reserve $10,000 <br />001-0000-389.90-00 Other Non -Operating Source $10,000 <br />110-0190-538.58-06 Contingency Reserve $ 1,000 <br />110-0000-389.90-00 Other Non -Operating Source $ 1,000 <br />
