CITIZENS' COMMENTS <br />Mayor Henson announced that persons wishing to make comment or make inquiry on any matter not on <br />the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules <br />of decorum. No one came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period July 1 2023 through July 3I 2023 <br />Mr. Newlon advised that the Procurement Information Report for the month of July 2023 was contained in <br />the Commissioners' agenda packets for review. He noted that the report contained information about minor <br />contracts that were issued under delegated authority of staff during this period. <br />Attended the Grand Opening of a new non-profit business in the City, the Goods and Grace <br />Discount Market, on Saturday, August 26"', and stated he felt it was a very worthwhile venture <br />and was happy to welcome them to the City. <br />Provided an update on Tropical Storm Idalia, including the most recent projected track and <br />strength and what precautions and preparations had been made to this point by City staff. He <br />advised that Governor DeSantis had today added Seminole County to the list of counties <br />included in his Declaration of Emergency. The storm is forecasted to reach hurricane strength <br />overnight and most likely make landfall somewhere in the Big Bend area as a major hurricane, <br />impacting the state approximately 1-2 a.m. Wednesday. It is not anticipated that Seminole <br />County or the City of Casselberry would feel hurricane force winds, but it could produce 3-4 <br />inches of rain and tropical storm force wind gusts with potentially some sustained winds. <br />Seminole County Schools are currently scheduled to stay open on Tuesday, and the County <br />and cities within the County are all watching to determine whether any emergency operations <br />procedures will need to be implemented. At this point, the plan is for the City to stay open on <br />Tuesday, August 29`I' with the earliest projections showing the possibility of tropical storm <br />force winds around 8:00 p.m. Tuesday, and any further determination will be made as <br />additional information is received about the storm's actual track and would most likely be made <br />sometime during the day tomorrow. If the track changes greatly, there would possibly be a <br />need to declare a state of emergency and close City Hall, parks, and other City facilities on <br />Wednesday, but there may not need be a need for anything like that if the storm holds its current <br />course. Mr. Newlon stated he would report more on Tuesday to the Commissioners as he <br />received updated information. He advised that precautions had been taken and staff had been <br />very vigilant and stood ready to activate the Emergency Operations Center should the <br />conditions warrant that, but at this time it was just a matter of waiting for the latest updates to <br />see what the storm was going to do. <br />15.
