Once final design is complete, the project will be tabled until it is programmed into FDOT's Work <br />Program. It should be noted that design revisions will likely be necessary in order to meet FDOT's current <br />design standards at the time of construction, as standards change every year on July 1St <br />Option 2: The concept is finalized and tabled until a path forward to fund construction has been identified <br />by the City, County, and FDOT, at which point final design may be commenced subject to available funding <br />and City Commission approval. <br />Budget Impact: There is no budget impact associated with this item at this time. <br />Recommendation: City staff is seeking feedback from the City Commission regarding the preferred <br />alternative for the SR 436 Context Sensitive Multimodal Improvements (from US 17-92 to Wilshire Drive) <br />— Phase 1 (Active Transportation Improvements) concept and guidance on whether to pursue final design <br />at this time. <br />Audience Participation: The following individuals carne forward to address this item: <br />1. Bill Hufford, 527 Queens Mirror Circle, asked for clarification as to what the City's consensus <br />was going to be on the direction to be taken, and also whether the mid -block crosswalks would <br />be synchronized. <br />City Manager Newlon advised that the City Commission would decide on what the consensus would be <br />after the completion of the Citizen Comments portion of the meeting. Mr. Woodward addressed the <br />question of synchronization of the crosswalks, stating they would not be synchronized, but would be <br />activated when a pedestrian pushed the button. <br />2. Natalie Lackner, 471 Lowndes Square, expressed concerns about the urgency for the project if <br />a study had not been done, and inquired whether any safety issue with people crossing State <br />Road 436 could be solved by building a pedestrian bridge across the highway. <br />Mayor Henson advised that building a pedestrian bridge would potentially be a multi -million -dollar project <br />by itself without including any sidewalk or other additional improvements and Dr. Brock clarified for the <br />record that a study had been done in 2015 by FDOT and the need for the project was clear, and that study <br />had been updated to do concept development. However, the issue was that the cost of the project was way <br />beyond either FDOT's or the City's reach at that time so other options were being considered. <br />CONSENSUS: The City Commission agreed by consensus to approve the <br />recommended Concept Plan as presented, inclusive of the mid -block <br />crossing locations, and to table any further design until a path <br />forward to fund construction has been identified by the City, County, <br />and FDOT, at which point final design may be commenced subject to <br />available funding and City Commission approval. <br />
