CASSELBERRY CITY COMMISSION <br />Minutes of August 28, 2023 — Regular Meeting <br />Page 14 of 18 <br />Budget Impact: The estimated revenue from the Street Lighting Assessment has been budgeted in the <br />proposed FY 2023-24 Street Light Fund Special Assessments/Service Charges account. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 23-2369. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 23-3369. Mayor Henson opened the floor for public participation. No one <br />came forward to address Resolution 23-3369. Mayor Henson closed the public hearing relative to <br />Resolution 23-3369. <br />MOTION: Commissioner Aramendia moved to approve Resolution 23-3369, as <br />presented. Motion was seconded by Vice Mayor Busch. Motion carried <br />unanimously by voice vote 5-0. <br />12. OTHER ITEMS <br />A. Presentation and Discussion of SR 436 Context Sensitive Multimodal <br />Improvements (from US 17-92 to Wilshire Drive) — Phase 1 — Concept <br />Development <br />Staff Presentation: Public Works Divisions Director Lenny Barden stated that Mike Woodward, of the <br />City's consultant Kimley Horn, would provide a presentation and would facilitate a discussion on the <br />concept development and the preferred alternative for the State Road 436 Context Sensitive Multimodal <br />Improvements from U.S. Highway 17-92 to Wilshire Drive. He introduced Mr. Woodward who gave a <br />presentation which included: the history of the project; the study area; the purpose for the project which is <br />to develop a preferred alternative; the outreach done to explain the concepts to the public and City, County <br />and FDOT (Florida Department of Transportation) staff, the concepts themselves; and then discussion and <br />direction from the City Commission on the next steps to be taken. <br />Discussion: Discussion ensued which included an earlier proposed project for the same corridor which had <br />not been implemented for various reasons; safety issues within the corridor; efforts to simplify the <br />permitting process and reduce costs; drainage and utility issues and potential solutions; mid -block crossings <br />with pedestrian hybrid beacons, required lighting, and potential locations; cost estimates; the fact that the <br />proposed project is not within FDOT's District 5's Work Program so construction and/or design funding <br />has not been programmed, nor does the City currently have funding available for construction of the project; <br />and the feasibility of programming the mid -block crosswalks exclusive of the sidewalk widening and utility <br />pole relocations. Recommended improvements are wide sidewalk/path; landscaping; midblock crosswalks; <br />narrow and remove driveways whenever possible; and ADA (Americans With Disabilities Act) <br />accessibility to transit stops. Constraints to be considered for the improvements are: minimize impacts to <br />drainage structures; utility pole relocations needed; trees can't impact drainage or overhead utilities; many <br />driveways to maintain. The four alternative locations for mid -block crossings are: Location 1 — 500 feet <br />east of Oxford Road; Location 2 — Lamplight Way; Location 3 — Jasmine Road; and Location 4: Iris Road <br />The following two options were presented, and staff and the consultants are seeking City Commission <br />feedback on the preferred direction: <br />
