Code Enforcement Hearing <br />Minutes, August 17, 2023 <br />Page 3 <br />Wanda Quiles, 1100 Castle Wood Terrace #310 advised she has been a resident for seven to <br />eight years. Ms. Quiles stated many residents of her building did not want to attend the meeting <br />because of possible retaliation. The building has problems with both exterior and interior and <br />described the issues with her apartment and the complex. Ms. Quiles states she is now forced to <br />move and exhaust all of her savings, so her son has a safe place to live. <br />Gerardo Berrios, 1120 Castle Wood Terrace #108 stated he has had issues with the toilet for two <br />months, he goes to the office, and they do not respond. Mr. Berrios has lived in the apartment for <br />fifteen years and this is the first time they have not responded. <br />Patricia Franco, 1108 Castle Wood Terrace #214 stated before her current apartment she was in <br />1136 Castle Wood Terrace #212, there was a fire above her and she was homeless for almost <br />two months. Ms. Franco took the current apartment to have a place to live but it is not livable and <br />described the issues with the apartment. <br />Jesus Santiago, 1120 Castle Wood Terrace #306 stated he has lived in this apartment for three <br />years, the trash situation is not good, and one compactor is not enough. The office does not <br />handle maintenance requests, requests that were sent in show completed when they were not <br />handled. Mr. Santiago described the conditions of the apartment, interior and exterior. <br />Jasmine Santiago, 1120 Castle Wood Terrace #306 stated she has a knee condition, and when <br />she moved in was told if something on the first floor comes available they would give it to her, but <br />they never did. Ms. Santiago stated she had fallen three times down the stairs. <br />Christopher Schmidt, Community Development director gave a history of a meeting that was held <br />in April (2023) to move forward with the new owners, to try to get the repairs complete. <br />Jennifer Nix, Assistant City Attorney went through the list of violations. <br />Randy Lamb, Casselberry Building Official was sworn in and gave testimony. Mr. Lamb discussed <br />the report and stated that the City has been trying to get a structural engineering report, rather <br />than minor boring samples, which is not sufficient to determine the extent of the damage. <br />Ms. Acevedo spoke of the violation of roofs, gutters and downspouts, there were still many <br />buildings with active violations for that violation. Ms. Acevedo also stated she agrees with the <br />Building Official that the reports need to be more extensive, for safety issues. Ms. Acevedo also <br />spoke of conversations with the landscape company on the inspection conducted on the <br />fourteenth and described photos. <br />Ms. Nix called Christina Diaz, Assistant Chief Fire Marshal Seminole County and asked her about <br />1-4.6 Standard Unsafe Building Abatement Code, certain provisions. Ms. Nix read the definition <br />of Unsafe Building and asked Ms. Diaz if the property met the definition. Ms. Diaz stated it does <br />not meet the code and they have not been able to deem the building an imminent hazard. If the <br />property is allowed to remain as is without repairs being conducted it could become a risk. Ms. <br />Nix asked Ms. Diaz about subsection 2 of the definition, were the stairwells pictured of the means <br />of egress in disrepair? Ms. Diaz stated based on her initial inspection the stair was falling off the <br />wall and she put fire line tape on it and notified residents they needed to use the other exit. <br />
