CASSELBERRY CITY COMMISSION <br />Minutes of March 7, 2023 — Pre -Budget Planning workshop <br />Page 8 of 11 <br />o Capital Equipment <br />■ Stormwater <br />• CCTV Truck <br />• Flail Mower x 2 <br />• John Boat <br />• Streetsweeper <br />• John Deere Tractor <br />Local Capital Projects (FY 2022-2024) <br />■ Streets <br />• Flatbed dumpster <br />Local Capital Projects (FY 2022-2024) <br />■ Fleet <br />• Portable lifts for large vehicles <br />Local Capital Projects (FY 2022-2024) <br />■ Recreation <br />Pickup truck <br />Discussion: Discussion ensued which included: status of parks projects, delays, and tentative construction <br />start and completion dates; design issues with Wirz Park project due to Duke Energy requirements; desire to <br />construct both Phases of Wheel Park simultaneously, if possible and feasible; issues with Dew Drop Park <br />project due to City buffer requirements; delays in Lake Hodge tennis court reconstruction and golf course <br />netting repairs; various ADA (Americans with Disabilities Act) improvements, sidewalk repairs and <br />landscaping improvements throughout all the parks; Southeot Drive items scheduled for the March 271" <br />agenda relating to the LAP (Local Agency Program) Agreement, shortfall with federal funding, contingency <br />and locally funded agreement, for the purpose of getting assistance with federal funding through LAP <br />agreement programs to assist with construction and CEI (construction, engineering and inspection) on that <br />project; issues related to efforts to obtain the easement from Home Depot for the connection to Sunset Drive <br />and federal funding that is available to complete that connectivity project; Winter Park Drive Complete <br />Streets Study presented to MetroPlan advisory committees; potential funding options for some of the <br />proposed projects; safety, sidewalk, and stormwater improvements; equipment needs; boat ramp projects; <br />potential for NRCS (Natural Resources Conservation Service) funding for Howell Creek and other erosion <br />control projects; Lake Jesup Basin Management Plan and nitrogen and phosphorus removal studies; water <br />quality sampling; concerns about drainage and accessibility at Irl' Street and the Public Works Complex <br />during storm events due to what occurred as a result of Hurricane Ian; streetlight needs and assessment <br />studies; and structural analysis of Brightwater; proposed improvements to the Promenade at Lake Concord <br />Park including electrical improvements and possible additional signage; need for a pedestrian connection at <br />Lemon Lane; needed safety and access improvements at Lamplite Way; possible solutions for Legacy Park <br />main entrance issues related to damage from tree roots; potential NRCS (Natural Resources Conservation <br />Service) finding for stormwater and outfall improvements at Howell Creek; and potential finding for various <br />stormwater and flood studies. Mr. Newlon advised the City Commission he would most likely request the <br />City Commission to go into fund balance reserves to cover repairs to the roof at Brightwater in order to <br />preserve the structure for whatever future use is planned. <br />
