CASSELBERRY CITY COMMISSION <br />Minutes of March 7, 2023 — Pre -Budget Planning Workshop <br />Page 6 of 11 <br />o Excavation equipment <br />o Replacement of service lines with lead present <br />o Elimination of septic tanks through various gravity sewer extensions <br />Discussion: Discussion ensued which included new branding for Casselberry Utilities; the fact that the City's <br />utility system extends well past the City's limits and is actually approximately double the size of the City; <br />community outreach events regarding utility services; customer portal services and implementation target <br />date; challenges with Consumptive Use Perm it (CUP) renewal and alternative water source designation; effect <br />of depth of wells on water quality and treatment; deadline for completion of service line inventory online map <br />(both City side and customer side) required by the new EPA (Environmental Protection Agency) Lead and <br />Copper Rude and due by October 2024, and City's approach to meeting those requirements; development of <br />a priority list for septic to sewer cost share program if feasible to implement such a program, which would be <br />offered to utility customers both inside and outside city limits, and associated nutrient credits the City would <br />receive as a result of switching out from septic to sewer; Seminole County sidewalk replacement project <br />along Oxford Road from English Estates Elementary to Derbyshire; concerns regarding Seminole County's <br />requirement for the removal of asbestos pipe on the City's water main replacement project, rather than <br />utilizing pipe bursting or leaving the pipe in and caulking it, and the excessive cost of removal and disposal of <br />the asbestos pipe; efforts to coordinate with the Seminole County Board of County Commissioners regarding <br />options for addressing asbestos pipe in the areas that are on the City's utility system, but are outside City <br />limits; coordination of English Estates water main replacement projects with Seminole County's sidewalk <br />improvement projects and related interlocal agreement, and timelines for those projects; and the need for and <br />benefits of SCADA (Supervisory Control and Data Acquisition) system replacement. <br />Public Works & Utilities Department — Parks & Recreation: Arts & Cultural Events: Recreation <br />Manager Linda Moore <br />Events <br />o Healthy Community Events <br />o Healthy Community Programs <br />o Healthy Community Initiatives for Seniors <br />o Arts & Cultural Events <br />o Arts & Cultural Public Art Initiatives <br />o Arts & Culture Programming Initiatives <br />o New Gallery/Art House Expansion Initiatives <br />o Arts & Sculpture House Initiatives <br />o Arts & Culture Events Initiatives <br />Unfunded Needs — Recreation <br />o Full color digital signage at Rotary Park, Secret Lake Park, and Veterans Park for <br />community information <br />o Outdoor deck for Sculpture House <br />o Projector for new gallery space <br />o Pendant lighting in the Hero Tree located behind the new gallery space <br />Discussion: Discussion ensued which included: wrapping of connectivity between the Public Works <br />Administration parking lot to the Sculpture House and the Art House into the road rehabilitation project; need <br />for digital signage and updates to City Code to allow for that; and potential for funding partners to assist with <br />funding of the Hero Tree pendant lighting and the Sculpture House decking. <br />
