CASSEL BERRY CITY COMMISSION <br />Minutes of March 7, 2023 — Pre -Budget Planning Workshop <br />Page 4 of 11 <br />the impervious areas intact and only demolishing the building itself; redevelopment of adjacent parcel; <br />retention of a portion of the site for park purposes; potential uses of the site and the need for additional <br />retention area; ability ofthe City Commission to refuse offers if a proposed product does not meet the City's <br />vision for the site; potential for CRA funding of demolition; whether staff had obtained any comparisons with <br />similar parcels in high traffic areas; no hurry to redevelop, as value will increase as other parcels in the area <br />are built up; cost prohibitions for a permanent bandshell or covered walkways for the park; potential state <br />changes relating to stornwater rules and permitting issues that could arise from a drainage perspective; <br />potential need for additional retention when redeveloping the site; potential for entering into a developer's <br />agreement when the property is sold; and the fact that there are already guidelines in place as to what can be <br />developed on the site due to the zoning, future land use designation and the site being located in both the <br />Community Redevelopment District and the Concord Park Overlay District. <br />The City Commission agreed by consensus that the existing building should be demolished, with the <br />impervious area being retained rather than removed, and when feasible, the site should be marketed for sale <br />for commercial purposes which meet the zoning, future land use, Community Redevelopment District and <br />Concord Park Overlay District requirements for the site. <br />The meeting was recessed at 11:12 a.m. The meeting was reconvened at 12: 06 p. m. <br />D.
