CASSGLBCRRY CITY COMMISSION <br />Minutes of March 7, 2023 — Pre -Budget Planning workshop <br />Page 3 of 11 <br />O "Wheel Park" <br />O Dew Drop Park <br />o Sunnytown Park <br />O Financial Analysis: Cost Projections <br />O Financial Analysis: Funding Projections <br />O Commission Discussion <br />Discussion: Discussion ensued which included: the need to spend Parks Bond funds by 2025; ADA <br />(Americans with Disabilities Act) compliance; concerns about the quality of some of the materials used for <br />improvements at Secret Lake Park, whether there was any warranty on the project and materials used, and the <br />lack of benches in the park; the need for redesign of some elements at Wirz Park due to a Duke Energy <br />transmission power easement along the southern border of the main park; potential target construction start <br />and completion dates for the projects; feasibility of construction of both phases of"Wheel Park" at the same <br />time to take advantage of certain efficiencies; cost estimates for projects; confirmed grant funding and <br />potential grant finding; cost overruns on the parks projects; suspension of funding for Sunnytown Park and <br />potential for the need to re -prioritize projects and/or eliminate elements on projects to address funding <br />deficiencies; deadlines for grant funding; differences between FRDAP (Florida Recreation Development <br />Assistance Grants) which are state grants, and LWCF (Land and Water Conservation Fund) grants which are <br />federal, and the deadlines and criteria for both types of grants; projected cost overruns for each park project; <br />use of CRA (Community Redevelopment Agency) contributions towards parks project funding; potential use <br />of owner direct purchase and bid alternates as cost saving measures for the parks projects; and the need to <br />address the parks projects funding deficits at a future City Commission meeting. <br />C. Redevelopment Opportunities for Old Police Station Site <br />Presentation: Community Development Director Chris Schmidt gave a presentation on redevelopment <br />opportunities for the old Police Station site which included the following components: <br />Background <br />Current Site Layout <br />Current Site Layout (without park portion) <br />CommissionerAramendia left the meeting room at 10:55 a. n7. <br />CommissionerAramendia returned to the meeting room at 10:56 a. m. <br />- Zoning Planned Mixed Use — Mid Rise (PMX-MID) <br />- Single Story Restaurant <br />- Midrise Apartment <br />- Commission Discussion <br />Discussion: Discussion ensued which included: the fact that the site falls within both the Community <br />Redevelopment District and the Concord Park Overlay which would allow for only certain types of <br />development— no drive-throughs, fast food, etc.; high traffic volLmme along US Highway 17-92 fronting the <br />site; high commercial value of the property due to its location; condition of current building on the site and <br />the fact that issues with the building would not make it feasible to repurpose for City use; responsibility for <br />demolition of the building; potential stormwater issues with redevelopment of the site; feasibility of keeping <br />
