CASSELBERRY CITY COMMISSION <br />Minutes of March 7, 2023 — Pre -Budget Planning Workshop <br />Page 10 of I I <br />o Initiative — Building Safety <br />o Code Compliance <br />o Initiatives — Code Compliance <br />Discussion: Discussion ensued which included: an explanation of the Evaluation Appraisal Report (EAR) <br />which is required every seven (7) years by the Department of Economic Opportunity for cities to review and <br />update, if necessary, their Comprehensive Plans; efforts to implement online services, including permit and <br />business tax receipt applications; potential for annexations; outreach efforts for potential development and <br />redevelopment; coordination of records management efforts with the City Clerk's Office; current average <br />monthly code enforcement cases and how those are being resolved; potential for implementation of a <br />property maintenance ordinance to address property maintenance issues that are not currently addressed by <br />the Code; and continuation of Code Enforcement coordinated sweeps, Neighbor to Neighbor Program and <br />City Abatement Program to assist with code enforcement and life safety issues. <br />Mr. Newlon advised that Chief Krantz had experienced a loss in his family so Deputy Chief Becton would <br />make the presentation on behalf of the Police Department. He expressed his and the City's condolences to <br />Chief Krantz and his family for their loss. <br />Police Department — Deputy Police Chief Derrick Becton <br />- New Police Headquarters <br />Initiatives <br />Equipment <br />Discussion: Discussion ensued which included: delays in completion of the new Police Headquarters due to <br />some a/c and generator issues; ongoing collaboration with Bike Walk Central Florida and other community <br />partners; participation in a new Seminole County training program called VERT (Victim Extraction Rescue <br />Tactics); crime reduction strategies, including purchase of Flock license plate readers to better identify <br />vehicles that have been involved in a crime; continuing participation in community events and purchase of <br />updated safety equipment for officers; need for fleet vehicle replacement; competitive wages and benefits for <br />officers and recruiting efforts; and paperwork reduction and records management efforts, including timely <br />destruction of records having met retention. Mr. Newlon added that the City at large needs fleet vehicle <br />replacements and for much of that the City relies on capital leases. However, there has been an issue with <br />suppliers that the City has been experiencing, so there may be cases where replacements that are included <br />with the upcoming budget to be adopted have missed the order window, so some of those vehicles lnay need <br />to be pulled into the current year's budget to be able to get them ordered, and lie may have to request that of <br />the City Commission and wanted the Commissioners to be aware of that situation. <br />E. Open Discussion <br />Discussion: Discussion ensued which included potential for voluntary annexation and redevelopment of <br />properties along the US Highway 17-92 corridor between the City of Casselberry and the City of Maitland <br />and incentives which could be potentially offered for annexation; available infrastructure for increasing the <br />City's boundaries; recent changes to the City's Code to allow for more density that would encourage <br />redevelopment and possibly be incentive for annexation into the City; lack of maintenance in those areas by <br />Seminole County in recent years and the feeling that the County would not oppose annexation along that <br />
