OTHER ITEMS <br />A. Citywide Streetlight Need Study Presentation and Discussion <br />Staff Presentation: Public Works & Utilities Director Kelly Brock stated that this item was for the purpose <br />of presenting the results of the Streetlight Need Study conducted by Kimley-Horn & Associates which was <br />completed in late March 2023, and to have discussion and receive feedback from the City Commission on <br />the next steps regarding a potential update to the City's Street Lighting Assessment Program. Dr. Brock <br />then gave a presentation on the Citywide Streetlight Need Study which included the following components: <br />- Street Lighting Fee Background <br />- Citywide Streetlight Need Study <br />o Roadway Lighting vs. Pedestrian Lighting <br />o Roadway Lighting Gap Nighttime Crash Data <br />o Roadway Lighting Gap Crime Data <br />o Pedestrian Lighting Gap Crime Data <br />o Tiered approach with a focus on safety based on the following criteria: vehicular crash <br />hot spot and gap in roadway lighting, pedestrian crash hot spot and gap in roadway <br />lighting, crime hot spot and gap in lighting (either pedestrian or roadway) <br />o Tier 1 satisfies all the above criteria; Tier 2 satisfies 2 out of the 3 above criteria; Tier <br />3 satisfies 1 out 3 of the above criteria <br />- Streetlight Need Results <br />o Tier 1, Tier 2, Tier 3 <br />- Preliminary Estimated Costs for Scenarios <br />- FY2024 Street Lighting Assessment Tentative Schedule <br />- Questions & Discussion <br />Discussion: A lengthy discussion ensued which included: when the Streetlight Assessment Program was <br />implemented and how long it had been since there had been an increase in the assessment; what areas of <br />the City were included in which of the Tiers as determined by the Study; projected revenues for the current <br />program and what the funding shortfall would be if the City opted not to increase the assessment; which <br />streets and roads are covered by the City's Streetlight Assessment Program; the City's desire to take a <br />proactive approach in stabilizing the streetlighting program over the next ten years; upfront costs for <br />installation, ongoing rental and maintenance fees, and actual electrical service for the lighting; significant <br />difference in cost of roadway lighting vs. decorative street lighting; and the fact that in order to enact <br />
