CASSCLBERRY CITY COMMISSION Minutes of March 27, 2023 — Regular Meeting Page 14 of 16 March 8, 2023 to recommend approval of this item to the City Commission. The request to amend the Official Zoning Map from PMX-H (Planned Mixed -Use: High Intensity) to PMX-HIGH (Planned Mixed - Use: High Rise) and the associated PUD (Planned Unit Development) Agreement for the subject property is: consistent with the City's Comprehensive Plan and the Major Thoroughfare Mixed -Use Future Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; and connections for City water and sanitary sewer services are available to the subject property. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager recommended approval of Ordinance 23-1581 on first reading. Audience Participation: The following individual came forward to address Ordinance 23-1581: Doug Markovitz, one of the owners of Casselberry Liquor, 130 SR 436, expressed the opinion that if the applicant wished to redevelop the site as a large retail establishment, the applicant should consider contributing to the surrounding community in some way, possibly by helping to fund some of the improvements to Sunnytown Park that could not occur due to budget shortfalls. No one else came forward. MOTION: Commissioner Aramendia moved to approve Ordinance 23-1581 on first reading, as presented. Motion was secondieu by Vice Mayor Busch. Motion carried unanimously by voice vote 4-0. 11. PUBLIC HEARINGS No items were presented for consideration on this agenda. 12. CITIZENS' COMMENTS Mayor Henson announced persons that wished to make cornment or snake inquiry on any matter not on the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of decorum. The following individual came forward: Emily Everetts, (no address given), stated she was a resident of the City of Casselberry and thanked the City Commission for implementing live -streaming of the City Commission meetings.
