CASSELBERRY CITY COMMISSION <br />Minutes of September 28, 2015—Regular Meeting <br />Page 9 of 26 <br />MOTION: Commissioner Aramendia moved to approve the site plan for Panda Express <br />Development (SPR 15-06), as presented, subject to the following conditions: <br />1. All Public Works issues must be addressed prior to issuance of a site <br />construction permit. <br />2. All landscaping and irrigation plans shall comply with City of <br />Casselberry Ordinance 15-1418, landscaping, adopted April 13, 2015, <br />and the Lake concord Overlay District standards, whichever is greater. <br />3. The site shall comply with City of Casselberry Ordinance 15-1419, Tree <br />Protection. <br />4. All required local, regional, state and federal permits shall be obtained <br />before commencement of development. <br />5. The property shall pass landscaping, irrigation, and <br />photometric/lighting inspections prior to completion of the project or <br />issuance of a Certificate of Occupancy. <br />6. The site plan approval shall be valid for one year. An extension request <br />may be submitted prior to the expiration of this approval. <br />7. All of the above conditions shall be fully and faithfully executed or the <br />site plan shall become null and void. <br />8. The project shall be built in accordance with the architectural <br />elevations as shown within Building Exterior Renderings and <br />Elevations dated August 6, 2015. <br />Motion was seconded by Vice Mayor Solomon. Motion carried unanimously by <br />voice vote 5-0. <br />B. Site Plan Approval of Integra Lakes at Lake Concord Park Residential Community <br />(SPR 15-08) <br />Ms. Reischmann announced that this item was also quasi-judicial in nature and the applicant had the right to <br />have all witnesses sworn unless that right was waived. She stated for the record that the applicant had <br />indicated that he would waive the right to have witnesses sworn. <br />Staff Presentation: Development Services Manager Randy Woodruff advised that the next four items <br />represented a working partnership between the City of Casselberry and private developers, Casto for the retail <br />component, and Integra Land Company for the residential component, for development of the City -owned <br />property across from City Hall. <br />Mr. Woodruff then gave an overview of SPR 15-08, stating that applicant Integra Land Company was <br />proposing to develop 203 apartments within four buildings on seven (7) acres at a maximum of four stories in <br />height. He advised that the project included a request for five separate waivers fi•omthe Lake Concord Overlay <br />District regulations that were specified in the staff report, as follows: <br />
