The site plan approval shall be valid for one year. An extension request may be submitted prior to the expiration of this approval. 7. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. 8. The project shall be built in accordance with the architectural elevations as shown within Building Exterior Renderings and Elevations dated August 6, 2015. Mr. Cantu introduced Mr. Arthur Hooks, the project representative, who was present and available should the commission have any questions. Budget Impact: There is no impact to the City Budget. Recommendation: The City Manager and the Community Development Director recommended approval of SPR 15-06, Development of Community Impact application for Panda Express. This recommendation is based on both the site plan dated May 29, 2015, the building exterior renderings and elevations dated August 6, 2015, and the findings of fact and conclusions of the information provided in the Planning & Zoning staff report dated September 9, 2015, subject to the following conditions: 1. All Public Works issues must be addressed prior to issuance of a site construction permit. 2. All landscaping and irrigation plans shall comply with City of Casselberry Ordinance 15- 1418, Landscaping, adopted April 13, 2015, and the Lake Concord Overlay District standards, whichever is greater. 3. The site shall comply with City of Casselberry Ordinance 15-1419, Tree Protection. 4. All required local, regional, state and federal permits shall be obtained before commencement of development. 5. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion of the project or issuance of a Certificate of Occupancy. 6. The site plan approval shall be valid for one year. An extension request may be submitted prior to the expiration of this approval. 7. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. 8. Audience Participation: The following individual came forward to address Site Plan Approval for the Panda Express Development (SPR 15-06): Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about the purchase price of the property, stating he felt it should be shared in a public meeting, including any in- kind contributions. No one else came forward.
