Site Plan Approval for the Panda Express Development (SPR 15-06) <br />City Attorney Katie Reischmann announced that the process for this item would be a little different than usual <br />since it was a quasi-judicial site plan approval. She advised that under normal circumstances all of the <br />witnesses who speak are not sworn in. However, if anyone from the applicant's side desired for speakers to be <br />sworn, she requested that they let her know; otherwise she would assume they were waiving that right and the <br />City would follow its usual procedure. <br />Staff Presentation: Planner Bob Cantu gave an overview of the item, explaining that this was a request for <br />site plan approval for the Panda Express fast food restaurant project, SPR 15-06. He advised that the applicant <br />Panda Express was seeking to create a fast food restaurant with a drive-thru in the Target out -plaza located at <br />the corner of US Highway 17-92 and Melody Lane West. He stated that the proposed restaurant would be <br />2700 square feet on a 1.1 acre site, and the property was located within the Planned Mixed Use Medium Rise <br />zoning district. He added that the property was also within the Lake Concord Overlay District and the <br />Community Redevelopment district. He then gave a presentation detailing the project, including elevations; <br />parking; outdoor seating; and ingress and egress. He advised that staff and the Planning and Zoning <br />Commission were recommending approval of SPR 15-06 based on the site plan dated May 29, 2015, the <br />findings of fact, conclusions and conditions noted within the staff report and subject to the following <br />conditions: <br />1. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />2. All landscaping and irrigation plans shall comply with City of Casselberry Ordinance 15- <br />1418, landscaping, adopted April 13, 2015, and the Lake concord Overlay District standards, <br />whichever is greater. <br />3. The site shall comply with City of Casselberry Ordinance 15-1419, Tree Protection. <br />4. All required local, regional, state and federal permits shall be obtained before commencement <br />of development. <br />5. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to <br />
