CASSELBERRY CITY COMMISSION <br />Minutes of September 28, 2015 — Regular Meeting <br />Page 10 of 26 <br />1. Reduce the setback requirement for Parking Garage G1 fi•om 9 feet to 0 feet; <br />2. Reduce the setback requirement between Building B and Parking Garage G1 from 25 feet to <br />23 feet; <br />3. Reduce the minimum required tree count be reduced from 225 to 219 (Subject to applicant <br />paying into the City's tree bank or adding the six trees that are in deficit); <br />4. Allow striping in the parking lot in lieu of the required decorative parking as defined in the <br />Lake Concord Overlay District; <br />5. Allow tree diamonds and landscape islands in lieu of the required 6 -foot landscape strip at <br />head to head parking spaces. <br />Mr. Woodruff advised that staff does not support the requested waiver regarding the head to head parking <br />landscape requirements. He further advised that the Planning and Zoning Commission recommended denial <br />subject to staff's non-support of the latest architectural elevations which were last presented and updated on <br />September 21, 2015. <br />Discussion: A lengthy discussion ensued regarding various aspects and details of the project, including: <br />building elevations; visibility from US 17-92; hallway and window openings; aesthetics and decorative <br />features; enhancement of public vistas; building layout; interior design of units; balconies; exterior facades; <br />interior atriums; and building materials. Mr. David McDaniel with Integra Land Company, and Mr. John <br />Cunningham with ACi Architects shared additional information regarding particulars on architectural designs <br />and renderings and addressed concerns raised by commission. They also provided information and <br />participated in further discussion regarding: configuration of the project due to site difficulties related to soil <br />and muck issues; constraints of unit layouts; decorative components for obscuring views of hallways and <br />enhancing blank walls; artistic elements; lighting and paint; urban project format; cohesion with Concord Lake <br />Park; Artwalk incorporated into project including sculpture and murals; setbacks; dimensions needed for retail <br />pads and parking; proposed conditions for approval; and landscaping and tree requirements. The developers <br />advised they had listened to the City's concerns and tried to incorporate good solutions into the project design. <br />Mr. McDaniel stated this was a very unique project due to the use of four different building types and he was <br />very proud of the creativity the planning team had used in meeting the different challenges of the site. <br />In response to questions from the Commission, Mr. McDaniel advised that some of the project amenities would <br />include an exercise facility; cyberca0media center; pool table; outdoor pool area with barbecues; metal -roofed <br />cabana; breakfast spot for residents; and gathering areas for various sized groups. He stated that the rents had <br />not yet been set, but he was hopeful to set them in the ballpark of: $100041050 for 1 bedroom; $130041400 <br />for 2 bedrooms; and $1500-$1600 for 3 bedrooms. He added that the 10 three bedroom units were actually <br />split as 10 three bedroom units and 10 2 bedroom units with a den, which was really semantics but done for <br />marketing purposes and some people desired office space. He stated the project would be comparable to other <br />Class A projects in areas outside the City of Casselberry. Mr. McDaniel and Mr. Cunningham expressed <br />appreciation to the Commission and staff for their cooperation and diligence in getting the project to this point, <br />and the Commission also extended the same to the developers. <br />Attorney Reischmann advised that there was a housekeeping matter to address regarding ex parte disclosure on <br />the part of Commissioners. She noted she was aware that the Commissioners had attended a workshop on the <br />facades and elevations for the project on September 16, 2015, and each of the Commissioners had also had <br />conversations with Mr. McDaniel regarding the project, and requested that each Commissioner state that for <br />
