All Public Works issues must be addressed prior to issuance of a site construction permit. <br />3. All required local, regional, state and federal permits shall be obtained before commencement <br />of development. <br />4. The site plan approval shall be valid for one year. An extension request may be submitted <br />prior to the expiration of this approval. <br />5. The site plan approval shall be based upon the approval of SPR 15-08, SPR 15-09 and SPR <br />15-10. <br />6. All of the above conditions shall be fully and faithfully executed or the site plan shall become <br />null and void. <br />Audience Participation: The following individual came forward to address this item: <br />Mr. John Casselberry, 700 South Lost Lake Lane expressed some concerns about demolition <br />and potential drainage issues on the site. <br />Mr. Larry Littrell, 124 North Lost Lake Lane, spoke in favor of the site plan, but requested <br />that information regarding ingress and egress to and from the areas around City Hall during <br />construction of the project be provided to the public as soon as possible. <br />No one else came forward. <br />MOTION: Vice Mayor Solomon moved to approve the site plan for Lake Concord Park <br />mass Grading (SPR 15-11) subject to the following conditions: <br />1. All outstanding comments from the September 3, 2015 DRC meeting <br />must be addressed and a revised site plan provided. <br />2. All Public Works issues must be addressed prior to issuance of a site <br />construction permit. <br />3. Appeal of Denial to Reduce a Code Enforcement Lien on 4 Carriage Hill Circle <br />Staff Presentation: Development Services Manager Randy Woodruff gave an overview of this item, <br />explaining that this was a request fi•om the applicant, Joyce Sanders, agent for the seller, to appeal the City <br />Manager's decision to uphold the ruling of the Code Enforcement Special Magistrate to deny reduction of the <br />code enforcement lien imposed in Case No. CE -14-01206.
