MOTION: Commissioner Hufford to approve the site plan for realignment of Triplet Lake Drive (SPR 15-10) subject to the following conditions: 1. All outstanding comments from the September 3, 2015 DRC meeting must be addressed and a revised site plan provided. 2. All utility lines shall be placed underground (Section 3-10.2(4)). 3. All Public Works issues must be addressed prior to issuance of a site construction permit. 4. All required local, regional, state and federal permits shall be obtained before commencement of development. 5. The site plan approval shall be valid for one year. An extension request may be submitted prior to the expiration of this approval. 6. The site plan approval shall be based upon the approval of SPR 15-08, SPR 15-09 and SPR 15-I1. 7. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. Motion was seconded by Vice Mayor Solomon. Motion carried unanimously by voice vote 5-0. E. Site Plan Approval for Lake Concord Park Mass Grading (SPR 15-11) Staff Presentation: Construction and Permitting Manager Marty Pawlikowski gave an overview of the item explaining that this was a request for site plan approval for all of the earth work to remediate the organic soils, as well as make the site pad ready, including putting in the master stormwater infrastructure as well as utility infrastructure for the Integra Lakes at lake Concord Park Residential Community multi -family site. Budget Impact: The Lake Concord Park Mass Grading will only be constructed if all of the site plans are approved for Integra Lakes Residential Community 9SPR 15-08), Lake Concord Public Park Amenities (SPR 15-09), Realignment of Triplet Lake Drive (SPR 15-010) and Lake Concord Park Mass Grading (SPR 15-11). If all are approved, then the City Commission will be requested in a separate and subsequent action to award the contract to build these improvements to Wharton Smith via Resolution 15-2788. The comprehensive budget impact will be explained within that agenda item. Recommendation: The City Manager and community Development Director recommended approval of the request site plan for the Lake Concord Park Mass Grading component of the mixed-use center at Lake Concord Park (SPR 15-11) based on the side plan dated August 10, 2015, the findings of fact and conclusions of the information provided in the staff report dated September 9, 2015, and subject to the following conditions: All outstanding comments from the September 3, 2015 DRC meeting must be addressed and a revised site plan provided.
