CASSELBERRY CITY COMMISSION Minutes of September 28, 2015 — Regular Meeting Page 14 of 26 of Triplet Lake Drive (SPR 15-010) and Lake Concord Park Mass Grading (SPR 15-11). If all are approved, then the City Commission will be requested in a separate and subsequent action to award the contract to build these improvements to Wharton Smith via Resolution 15-2788. The comprehensive budget impact will be explained within that agenda item. Recommendation: The City Manager and Community Development Director recommended approval ofthe requested site plan for the Lake Concord Public Park on the subject property in the PMX-MID zoning district with the following conditions: 1. All outstanding comments from the September 3, 2015 DRC meeting must be addressed and a revised site plan provided. 2. A payment shall be made into the tree bank for all trees not provided as required by Article XIII and Section 2-7.32. 3. All utility lines shall be placed underground (Section 3-10.2(4)). 4. All Public Works issues must be addressed prior to issuance of a site construction permit. 5. All required local, regional, state and federal permits shall be obtained prior to commencement of development. 6. The applicant shall provide a photometric plan prior to issuance of a building permit. This shall conform to the ULDR (Unified Land Development Regulations) lighting requirements. 7. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to completion of the project or issuance of a Certificate of Occupancy. 8. The master site plan approval shall be valid for one year. An extension request may be submitted prior to the expiration of this approval. 9. All of the above conditions shall be fully and faithfully executed or the site plan shall become null and void. Public Participation: No one came forward to address this item.
