If all are approved, <br />then the City Commission will be requested in a separate and subsequent action to award the contract to build <br />these improvements to Wharton Smith via Resolution 15-2788. The comprehensive budget impact will be <br />explained within that agenda item. <br />Recommendation: The City Manager and Community Development Director recommended approval ofthe <br />requested site plan for the Lake Concord Public Park on the subject property in the PMX-MID zoning district <br />with the following conditions: <br />1. All outstanding comments from the September 3, 2015 DRC meeting must be addressed and <br />a revised site plan provided. <br />2. A payment shall be made into the tree bank for all trees not provided as required by Article <br />XIII and Section 2-7.32. <br />3. All utility lines shall be placed underground (Section 3-10.2(4)). <br />4. All Public Works issues must be addressed prior to issuance of a site construction permit. <br />5. All required local, regional, state and federal permits shall be obtained prior to <br />commencement of development. <br />6. The applicant shall provide a photometric plan prior to issuance of a building permit. This <br />shall conform to the ULDR (Unified Land Development Regulations) lighting requirements. <br />7. The property shall pass landscaping, irrigation, and photometric/lighting inspections prior to <br />completion of the project or issuance of a Certificate of Occupancy. <br />8. The master site plan approval shall be valid for one year. An extension request may be <br />submitted prior to the expiration of this approval. <br />9. All of the above conditions shall be fully and faithfully executed or the site plan shall become <br />null and void. <br />Public Participation: No one came forward to address this item. <br />Commissioner Nleadoivs left the Chambers at S: 38 p. m. <br />MOTION: Commissioner Aramendia moved to approve Site Plan SPR 15-09 for the Lake <br />Concord Park Public Amenities, subject to the following conditions: <br />1.
