CASSELBERRY CITY COMMISSION <br />Minutes of September 28, 2015 —Regular Meeting <br />Page 12 of 26 <br />Commission. <br />Audience Participation: The following individuals came forward to address Site Plan Approval of Integra <br />Lakes at Lake Concord Park Residential Community (PR 15-08): <br />1. Mr. Robert Phillips, 251 South Triplet Lake Drive, spoke in favor of approving the site plan <br />and commended the Commission, City staff and the development team for working together <br />to bring such a great project to the City of Casselberry. <br />2. Mr. Jack Canatsey, 1457 Benwick Way, spoke in favor of the development but voiced <br />concern that he had not seen elevators. Mr. Newlon assured him there were elevators in the <br />buildings which relieved his concern. <br />3. Ms. Beverly Guest, 460 South Triplet Lake Drive, spoke in favor of approving the site plan <br />and stated she was pleased with the appearance of the proposed development. <br />4. Ms. Karen Almond, 792 North Triplet Lake Drive, spoke in favor of approving the site plan, <br />stating that she was familiar with the developer and was confident the proposed development <br />would be an asset to the City. <br />5. Mr. John Casselberry, 700 South Lost Lake Lane, voiced some concerns regarding the rental <br />fees that would be asked for the units, and about the color palette for the development. <br />CommissionerAramendia left the Commission Chambers at 5:29 p.m. CommissionerA°ainendia rettirned to <br />the Commission Chambers at 5:31 p.m. <br />Ms. Shannon Campbell, 586 Queens Mirror Circle, spoke in favor of approval of the site plan <br />and extended kudos to the Commission, staff and the developers in working together to put <br />together a project in which the City can take pride. <br />No one else came forward. <br />MOTION: Commissioner Aramendia moved to approve the application for Site Plan <br />Approval for the Integra Lakes at Lake Concord Park, residential component <br />of the mixed use center (SPR 15-08) based on the site plan dated August 10, <br />2015, the revised elevations dated September 21, 2015, the findings of fact, the <br />recommendation of denial from the Planning & Zoning Commission, <br />conclusions of the information provided in the staff report dated September 9, <br />2015, and subject to the following conditions: <br />1. A payment shall be made into the tree bank for all trees not provided as <br />required by Article XIII and Section 2-7.32. <br />2. The garage units shall be used for parking only; no storage. <br />3. All utility lines shall be placed underground (Section 3-10.2(4)). <br />4. All Public Works issues must be addressed prior to issuance of a site <br />construction permit. <br />5. All required local, regional, state and federal permits shall be obtained <br />before commencement of development. <br />6. The applicant shall provide a photometric plan prior to issuance of a <br />Certificate of Occupancy. This shall conform to the ULDR <br />
