City Council <br />December 18, 1989 <br />8. Park Site - Mr. Campbell said responsibilities regarding <br />the City park site need to be resolved prior to site plan <br />approval, i.e., owner should be required to grade the <br />active recreational area to a minimum of 63 feet Above <br />Mean Sea Level for a minimum adverse effect to existing <br />trees; also funding for the parking area should be placed <br />in escrow. The applicant has provided an estimate of <br />$5,928 to construct the parking lot; this should be <br />accomplished prior to issuance of any permits for the site. <br />Mr. Hanson said changes have been indicated on the plans <br />to show a minimum grade of 63 feet in the recreation area; <br />also they would be willing to pipe the existing ditch and <br />grant the City an easement for the jogging trail. He <br />asked that Council consider accepting a donation for use <br />in a passive park in lieu of piping the ditch; funds to <br />pipe the ditch are in his budget. He stated that he <br />would provide funds for the parking lot and had no pro- <br />blems in escrowing the monies. He also stated that a <br />more detailed survey would be submitted when required <br />by the City. <br />Mr. Campbell said it should be noted that the City Engineer <br />and the Parks Director have indicated that it would be more <br />appropriate to pipe the existing drainage ditch. <br />9. Street Lighting - Mr. Campbell stated that a master street <br />lighting plan including Derbyshire Road and Cassel Creek <br />Boulevard is required. <br />Mr. Hanson said he would comply. <br />10. Parking Design - Mr. Campbell said all handicapped spaces <br />need to be provided with suitable walkway access to the <br />buildings. <br />Mr. Hanson said he would comply. <br />11. Access Design - Mr. Campbell said it is recommended that <br />the main entryway drive area be redesigned in order to <br />have the cross drives intersect at angles that are closer <br />to being right angles and that the paved pullover space <br />near the dumpster be separated from the main drive/cross <br />drive intersection with a median as previously requested. <br />The legal rights to improve the private portion of Cassel <br />Creek Boulevard need to be affirmed by the City Attorney. <br />The Applicant has requested they be allowed to design the <br />entryway as shown. <br />(16) <br />
