Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />January 11, 2023 <br />Page 3 <br />A brief discussion ensued regarding adding a condition of approval to restrict medical services on site and <br />possible modifications to the conditions of approval. <br />Mr. Hale asked for a motion to address CU 22-14. Ms. Saporito made a motion that the Planning and <br />Zoning Commission approve case number CU 22-14 with staffs conditions, based upon the staff report and the <br />testimony and evidence presented, that the request meets the applicable provisions of the Unified Land Development <br />Regulations and is consistent with the Comprehensive Plan as per the written findings contained within the staff <br />report, the nine (9) conditions of approval, Attachments A — D, adding a condition of approval that no veterinary <br />medical services shall take place during the conditional use period and modifying condition number 3 to read: "There <br />shall be no outdoor play/exercise areas or kennels for the animals. Outdoor walking of the animals by customers and <br />staff should be as needed, one (1) or two (2) animals at a time, and oriented in the designated green space to the <br />rear of the building away kern single family resideRGeS". Mr. Bakalla seconded the motion. The motion passed <br />unanimously by voice vote. <br />Fifth Item of Business: CU 22.15: 172 Wilshire Blvd. A conditional use request for a trade and skilled <br />services without outside storage use at the property located at 172 Wilshire Blvd. <br />Mr. Hunter McFerrin, Planning Technician, reviewed the information provided in his memorandum dated <br />January 11, 2023 to the City of Casselberry Planning and Zoning Commission. Mr. McFerrin said staff recommends <br />that case number CU 22-15 be approved with staffs conditions, based upon the staff report and the testimony and <br />evidence presented, that the request meets the applicable provisions of the City Code of Ordinances (City Code) and <br />the Unified Land Development Regulations (ULDR) and is consistent with the Comprehensive Plan as per the written <br />findings contained within the staff report. The conditions of approval are as follows: <br />1. The conditional use shall be limited to the location of 172 Wilshire Blvd. Any expansion will require <br />additional conditional use approval. <br />2. All work and/or services shall be performed indoors or off-site. <br />3. There shall be no outside display or storage of goods, materials, services, or vehicles, and any <br />expansion will require additional conditional use approval. <br />4. All signage requires a separate permit and must comply with all requirements outlined in Article XVI, <br />Unified Land Development Regulations (ULDR). <br />5. Any hazardous waste collected and/or stored by the business shall be disposed of according to state <br />and federal laws. <br />6. The conditional use shall expire if the use is discontinued for more than 90 days, and the use shall <br />commence within 120 days of approval. <br />
