CASSLLBERRY CITY COMMISSION <br />Minutes of January 23, 2023 — Regular Meeting <br />Page 8 of 10 <br />MOTION: Commissioner Aramendia moved to appoint Woody Bass as a regular <br />member for a first full term to the Parks and Recreation Advisory Board, <br />term effective through January 31, 2025. Motion was seconded by <br />Commissioner Albritton. Motion carried unanimously by voice vote 5-0. <br />South Seminole North Orange County Wastewater Transmission Authority Board <br />The City of Casselberry is a member of the South Seminole North Orange County Wastewater Transmission <br />Authority (SSNOCTWA) and has one regular member on the board as well as one alternate member. The <br />bylaws for the board were recently updated to allow for appointment of City employees who are not <br />residents of the member cities. The alternate member position is currently vacant due to the resignation of <br />Frank (Larry) Fernandez in December 2022 upon his retirement from employment with the City. One (l ) <br />resident, Deborah Connelly, and one (1) employee, Lorie Mertens -Black, have submitted applications to be <br />considered for appointment as the City's alternate member. <br />MOTION: Commissioner Aramendia moved to appoint Lorie Mertens -Black as the <br />City's alternate member to the South Seminole North Orange County <br />Wastewater Transmission Authority (SSNOCTWA) Board, term effective <br />through September 30, 2024. Motion was seconded by Vice Mayor Busch. <br />Motion carried unanimously by voice vote 5-0. <br />13. CITIZENS' COMMENTS <br />Mayor Henson announced persons that wished to make comment or make inquiry on any hatter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules of <br />decorum. No one came forward. <br />14. CITY MANAGER'S REPORT <br />A. Procurement Information Report for the Period December 1 2022 through <br />December 31, 2022 <br />Mr. Newlon advised that the Procurement Information Report for the month of December 2022 was <br />contained in the Commissioners' agenda packets for review. He noted that the report contained information <br />about minor contracts that were issued under delegated authority of staff during this period. <br />Congratulated Lorie Mertens -Black on her appointment to serve as the City's alternate to the <br />South Seminole North Orange County Wastewater Transmission Authority (SSNOCWTA) <br />Board. <br />Advised that there have been issues with renewal of the City's Consumptive Use Permit with <br />the St. Johns River Water Management District (SJRWMD) resulting in a renewal of only 10 <br />years as opposed to the 20 years requested. City staff is currently working with the City <br />Attorney, and special counsel and an expert witness have been engaged to assist with <br />
