CASSELBERRY CITY COMMISSION <br />Minutes of January 23, 2023 - Regular Meeting <br />Page 6 of 10 <br />the next steps. Due to several site issues and constraints discovered during development of the 30% plan <br />Which would significantly hinder the construction of parking, reduce the space available for construction <br />of the park improvements, and would also increase the anticipated project cost to approximately $3.3 <br />million, which is in excess of the parks bond estimate of $2.1 million, staff is requesting consideration to <br />suspend design of project PW 2112 Sunnytown Park Improvements and cancel associated purchase orders <br />to free up those fluids for reallocation to higher priority parks bond projects. At its meeting on January 10, <br />2023, the Parks and Recreation Advisory Board voted to recommend to the City Commission that it <br />consider reallocating funds for Sunnytown Park to other parks projects, and instead focus on basic <br />maintenance items that need to be addressed for Sunnytown Park. <br />Discussion: A lengthy discussion ensued regarding the proposed suspension of the Sunnytown Park <br />Improvements project and the potential for future development and re -design of the site improvements <br />when funding may become available. In response to questions from the City Commission, Dr. Brock <br />advised that suspension of the project and cancelling the associated purchase orders would fi•ee up <br />approximately $162,000 in funding that was currently encumbered with design, and then the $1.95 million <br />in the FY 2023 budget for construction of Sunnytown Park could be freed up and directed to a higher <br />priority park at a future time if needed. <br />Budget Impact: There is no immediate City Budget impact associated with this item, but there may be <br />fixture impacts depending on guidance received. <br />Recommendation: The City Manager and the Public Works & Utilities Director requested guidance from <br />the City Commission regarding the next steps for project PW 2112 Sunnytown Park Improvements. <br />Audience Participation: No one came forward to address this item. <br />MOTION: Commissioner Meadows moved to suspend project PW 2112 Sunnytown Park <br />Improvements, and to free up funds currently dedicated for the project for use <br />on other pending parks projects, with the intention of readdressing <br />improvements to Sunnytown Park at a future date to be determined when cost <br />certainties and economic conditions allow. Motion was seconded by <br />Commissioner Busch. Motion carried 4-1 by voice vote, Commissioner <br />Albritton dissenting. <br />B. Volunteer Board Appointments <br />The Board Appointment Policy provides for consideration of reappointments first and for alternate <br />members to be considered first to fill any regular member vacancies that may occur. Board members are <br />limited to three consecutive terms on a board. In 2022, the City Commission decided not to fill the alternate <br />member positions on both the Planning and Zoning Commission and the Parks and Recreation Advisory <br />Board. There were no quorum issues as a result of these positions remaining vacant. Appointments to fill <br />an unexpired term do not count as a member's first term. The City Clerk will provide additional background <br />information and guidance, as needed. <br />
