CASSELBERRY CITY COMMISSION <br />Minutes of November 14, 2022 — Regular Meeting <br />Page 25 of 30 <br />and Deputy Chief Derrick Becton was designated as Incident Commander for the overnight shift to ensure <br />leadership coverage around the clock. Staff worked very closely with Seminole County Emergency <br />Management staff to ensure the City was operating as needed. Staff handled the situation remarkably well, <br />and both Chief Krantz and Mr. Newlon commended all those who had taken part in all facets of the <br />emergency operations which included staff from all City departments, both those manning the Emergency <br />Operations Center (EOC) and those in the field and at the City's water and sewer facilities, and those who <br />managed the lake levels ahead of the storm to avoid any major flooding. The damage assessment team was <br />able to go out earlier than expected, at 1:00 p.m. on Thursday, and were able to determine that even though <br />there had been two sanitary sewer overflows, there had been no significant impacts from the hurricane to <br />the City's residents or City facilities. Mr. Newlon again commended staff for their quick and proactive <br />response to this unexpected storm event. He concluded by advising that the State of Emergency declared <br />by him on November 9`' and confirmed by the City Commission on November 1 1 `r' had been allowed to <br />expire at 1:00 p.m. on November 12`x' as it was determined there was no need for an extension. <br />Audience Participation: No one came forward to address this item. <br />B. Police Officers' & Firefighters' Pension Board Appointments <br />Staff Presentation: City Clerk Donna Gardner stated that the Police Officers' & Firefighters' Pension <br />Board meets quarterly and consists of five (5) members: two (2) members appointed by the City <br />Commission, one (1) elected police officer member, one (1) elected firefighter member, and a fifth member <br />who is selected by the other four members and ratified by the City Commission. The member terms are <br />two (2) years, and the Pension Board is exempt from the City's three term limit policy. Current City <br />Commission appointed member Doug Mathews submitted his application for reappointment to the Board. <br />The other City Commission appointed member Donald Harkins has advised that he would not be applying <br />for reappointment to the Board at this time. Both terms expire on November 30, 2022. Three (3) <br />applications have been received to be considered to fill the vacancy and those applicants are Deborah <br />Connelly, Matthew Lallathin, and Tim Veigle. The terms for both the reappointment and the new <br />appointment to fill the vacancy will be effective through November 30, 2024. Ms. Gardner advised that <br />Board Appointment Policy provides that the City Commission consider reappointments first, so she asked <br />that the City Commission consider reappointment of Doug Mathews first to the Pension Board for a term <br />effective through November 30, 2024, and then consider the three applicants to fill the vacancy for the other <br />City Commission appointed member. <br />Budget Impact: This item has no impact to the City Budget. <br />Recommendation: The City Manager and the City Clerk recommended that the City Commission consider <br />reappointment of Doug Mathews and appointment of one other applicant to the Police Officers' & <br />Firefighters' Pension Board, terms effective through November 30, 2024. <br />Audience Participation: No one came forward to address this item. <br />MOTION: Commissioner Busch moved to reappoint Doug Mathews to Police Officers' <br />& Firefighters' Pension Board, term effective through November 30, 2024. <br />Motion was seconded by Commissioner Meadows. Motion carried <br />unanimously by voice vote 4-0. <br />
