CASSELi3ERRY CITY COMMISSION <br />Minutes of November 14, 2022 — Regular Meeting <br />Page 24 of 30 <br />the site has been vacant with no active businesses since 2008. The applicant purchased the property earlier <br />this year with the hope of redeveloping it with multi -family housing. Therefore, amending the Future Land <br />Use Map (FLUM) designation to Major Thoroughfare Mixed -Use (MTMU) will increase the development <br />potential by allowing for additional density than the current entitlements allow. The Planning and Zoning <br />Commission, acting as the City's Local Planning Agency (LPA), voted unanimously 7-0 at its meeting on <br />September 14, 2022 to recommend approval of this item to the City Commission. The request to amend <br />the Future Land Use Map designation from Low Intensity Non-Residential/Medium Density Residential to <br />Major Thoroughfare Mixed Use (MTMU) for the subject property is consistent with the City's <br />Comprehensive Plan; compatible with the surrounding mix of land uses and zoning districts; and City water <br />and sanitary sewer services are available to the subject property. Hydraulic modeling was conducted to <br />determine potential connections for both the potable water and wastewater systems. The study also <br />concluded that the estimated future demand for water and sewer utilities can be accommodated. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended adoption of Ordinance 22-1578 on second and final <br />reading. <br />Public Hearing: Vice Mayor Aramendia stated this was a public hearing to hear and consider comments <br />and questions regarding Ordinance 22-1578. Vice Mayor Aramendia opened the floor for public <br />participation. The following individual came forward to address Ordinance 22-1578: <br />1. Micky Grindstaff, with the law firm of Shutts & Bowen, LLP, 300 South Orange Avenue, Suite <br />1600, Orlando, stated that he was a member of the ownership entity of this site called Cassel <br />Park, LLC and they have been monitoring the City Commission's consideration of several <br />ordinances relating to development and redevelopment in the City and were strongly in favor <br />of all of those ordinances, including Ordinance 22-1578. <br />No one else came forward to address Ordinance 22-1578. Vice Mayor Aramendia closed the public hearing <br />relative to Ordinance 22-1578. <br />MOTION: Commissioner Busch moved to adopt Ordinance 22-1578 on second and final <br />reading, as presented. Motion was seconded by Commissioner Albritton. <br />Motion carried unanimously by voice vote 4-0. <br />12. OTHER ITEMS <br />A. Update on Hurricane Nicole Impact and Response <br />Staff Presentation: City Manager Randy Newlon and Police Chief Larry Krantz provided an update on <br />the efforts of staff to respond to the impact of Hurricane Nicole which included declaration of a State of <br />Emergency by the City Manager on Wednesday, November 9"' at 1:00 p.m. and confirmation of the State <br />of Emergency by the City Commission at a Special Meeting on Friday, November H" at 1:00 p.m. Chief <br />Krantz advised that lie was the designated Incident Commander for Hurricane Nicole and that the <br />emergency operations component of the agency was activated at 3:00 p.m. on Wednesday, November 91", <br />
