The Planning <br />and Zoning Commission, the City's Local Planning Agency (LPA), recommended approval of this item to <br />the City Commission on October 12, 2022, with a 7-0 vote. The request to amend the Official Zoning Map <br />to establish the zoning classification of RMHP (Medium Density Mobile Home Park) for the subject <br />property is consistent with the City's Comprehensive Plan and the Medium Density Residential Future <br />Land Use designation; compatible and consistent with the adjacent land uses and zoning districts; and City <br />water and sanitary sewer services are available to the subject property. Ms. Hyson advised that when this <br />matter had come before the City Commission previously a request had been made that she provide the <br />number of lots in the development when it came back to the City Commission. She stated that officially <br />there are six hundred forty-three (643) lots, not including the Section 7-B lots adjacent to U.S. Highway <br />17-92, which she believed to be an additional ten (10) lots. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 22-1579 on first reading. <br />Audience Participation: No one came forward to address Ordinance 22-1579. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1579 on first reading, <br />as presented. Motion was seconded by Commissioner Albritton. Motion <br />carried unanimously by voice vote 4-0. <br />B. Ordinance 22-1580 — Amending the Official Zoning Designation for Property <br />Located at 806 Mark David Boulevard (ZB 22-07) <br />The City Clerk read Ordinance 22-1580 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; AMENDING THE <br />ZONING CLASSIFICATION FROM R-9 (LOW DENSITY SINGLE-FAMILY) TO ROS <br />(RECREATION AND OPEN SPACE) FOR ONE PARCEL, TOTALING APPROXIMATELY 3.44 <br />ACRES, LOCATED AT 806 MARK DAVID BOULEVARD, AS DESCRIBED IN SECTION I OF <br />THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN EFFECTIVE <br />DATE." <br />Staff Presentation: Planner II Antonia DeJesus stated Ordinance 22-1580 amends the official zoning <br />designation for one (1) parcel located at 806 Mark David Boulevard from R-9 (Low Density Single -Family) <br />to ROS (Recreation and Open Space). The subject area consists of approximately 3.44 acres and is the <br />northernmost parcel of Wirz Park which is composed of three (3) separate parcels. As a result of the Bond <br />Referendum approved in 2020, the 29 -acre park is anticipated to receive major improvements in Spring <br />2023. The current zoning of the subject property, R-9 (Low Density Single -Family), is not consistent with <br />the existing Future Land Use Map (FLUM) designation of Recreation and Open Space (ROS). Therefore, <br />an amendment to the Official Zoning Map is necessary to rezone the property to ROS (Recreation and Open <br />Space) to correct the inconsistency and ensure compatibility moving forward.
