RESOLUTIONS <br />No items were presented for consideration on this agenda. <br />10. FIRST READING OF ORDINANCES <br />A. Ordinance 22-1579 — Amending the Official Zoning Designation for Property <br />Located at 999 Mango Drive (ZB 21-02) <br />The City Clerk read Ordinance 22-1579 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY OFFICIAL ZONING MAP AS ESTABLISHED IN CHAPTER II, ARTICLE IV, <br />SECTION 2-4.3, UNIFIED LAND DEVELOPMENT REGULATIONS OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS AMENDED AND SUPPLEMENTED; ESTABLISHING THE <br />ZONING CLASSIFICATION OF RMHP (MEDIUM DENSITY MOBILE HOME PARK) FOR <br />APPROXIMATELY 94 ACRES LOCATED AT 999 MANGO DRIVE, AS DESCRIBED IN <br />SECTION I OF THIS ORDINANCE; PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Chief Planner Christina Hyson stated Ordinance 22-1579 establishes the official <br />zoning designation of RMHP (Medium Density Mobile Home Park) for one (1) parcel located at 999 Mango <br />Drive. The subject property is the Summerloch Green (formerly known as Lake Kathryn Estates) mobile <br />]ionic park and consists of approximately ninety-four (94) acres. The property was annexed into the City <br />in 1991 and the Future Land Use Map (FLUM) designation was amended to City Medium Density <br />Residential in 2010; however, a City zoning designation was never adopted for the property. Therefore, <br />the current zoning of the site is reflected as Seminole County on the City's Official Zoning Map. On August <br />24, 2020, the City Commission adopted Ordinance 20-1536 that, among other modifications, created a <br />process for existing mobile home parks within the City to rezone to RMHP and establish size and dimension <br />criteria utilizing Article II, Development Agreements, in the City's Unified Land Development Regulations <br />(ULDR). On October 14, 2020, the Planning and Zoning Commission approved SPR 20-06, a major site <br />plan to modify the existing amenities area of the Summerloch Green community. A condition of this <br />approval required that the property owners apply to rezone the property within six (6) months of the <br />approval. The required application was submitted in March of 2021 and has since been reviewed according <br />to the procedures outlined in Article III of the City's ULDR. Section 2-5.4, Size and dimension criteria, of <br />the City's ULDR states, in Footnote V. that "Mobile home parks existing in the City of Casselberry as of <br />January 1, 2020, will utilize the procedures provided in Article III of the ULDR to rezone to RMHP and <br />establish minimum lot area, minimum required lot width, and setbacks." Therefore, this rezoning will be <br />accompanied by a development agreement (DA) to establish the applicable size and dimension standards <br />for the property. The DA is included as an attachment to this item for reference only, as the document will <br />be adopted by a separate resolution at a future public hearing. Notices for the proposed amendment to the <br />Official Zoning Map were posted on the subject property on September 27, 2022, and a notification letter <br />
