CASSELBERRY CITY COMMISSION <br />Minutes of November 14, 2022 — Regular Meeting <br />Page 15 of 30 <br />notices for the proposed amendment to the Official Zoning Map were posted at the subject property, and <br />written notification letters were mailed to all surrounding property owners within 500 feet of the subject <br />property. The Planning and Zoning Commission, serving as the City's Local Planning Agency (LPA), <br />voted unanimously at its meeting on October 12, 2022 to recommend approval of this item to the City <br />Commission. The request to amend the Official Zoning Map from R-9 (Low Density Single-family) to <br />ROS (Recreation and Open Space) for the subject property is consistent with the City's Comprehensive <br />Plan and the Recreation and Open Space Future Land Use Map designation; compatible and consistent with <br />the adjacent land uses and zoning districts; and City water and sanitary sewer services are available to the <br />subject property. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 22-1580 on first reading. <br />Audience Participation: No one carne forward to address Ordinance 22-1580. <br />MOTION: Commissioner Busch moved to approve Ordinance 22-1580 on first reading, <br />as presented. Motion was seconded by Commissioner Meadows. Motion <br />carried unanimously by voice vote 4-0. <br />It. PUBLIC HEARING <br />Chief Planner Christina Hyson gave a brief overview of the amendments being proposed in the next four <br />related ordinances being presented for consideration for adoption on second and final readings, noting that <br />the amendments proposed in these ordinances were for the purpose of supporting, promoting, and assisting <br />economic development and redevelopment in the City. She also advised that the ordinances had been <br />prepared after a review of the City's Comprehensive Plan and Unified Land Development Regulations <br />(ULDR), and after staff had been directed by the City Commission at its July 25, 2022 regular meeting to <br />proceed with preparation of the ordinances. <br />A. Second Reading of Ordinance 22-1572 — Amendment to the City's Comprehensive <br />Plan Future Land Use Element (LPA 22-04) <br />The City Clerk read Ordinance 22-1572 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, TO AMEND THE CITY OF <br />CASSELBERRY COMPREHENSIVE PLAN FUTURE LAND USE ELEMENT, TABLE FLU 1: <br />LAND USE AND CORRESPONDING ZONING DISTRICTS FOR THE MAJOR <br />THOROUGHFARE MIXED-USE LAND USE CATEGORY AND PLANNED MIXED-USE: HIGH <br />RISE ZONING DESIGNATION AND POLICY FLU 1.5, IN ACCORDANCE WITH CHAPTER <br />163, FLORIDA STATUTES TO UPDATE BASED ON MARKET CONDITIONS; PROVIDING <br />FOR VESTING OF LAND USES, CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE." <br />
