CASSGLRERRY CITY COMMISSION <br />Minutes of October 10, 2022 — Regular Meeting <br />Page 6 of 1 I <br />Therefore, amending the Future Land Use Map (FLUM) designation to Major Thoroughfare Mixed -Use <br />(MTMU) will increase the development potential by allowing for additional density than the current <br />entitlements allow. The Planning and Zoning Commission, acting as the City's Local Planning Agency <br />(LPA) voted unanimously 7-0 at its meeting on September 14, 2022 to recommend approval of this item to <br />the City Commission. The request to amend the Future Land Use Map designation from Low Intensity <br />Non-Residential/Medium Density Residential to Major Thoroughfare Mixed Use (MTMU) for the subject <br />property is consistent with the City's Comprehensive Plan; compatible with the surrounding mix of land <br />uses and zoning districts; and City water and sanitary sewer services are available to the subject property. <br />Although the extent of the impact of the proposed amendment on existing sewer capacity cannot be <br />determined until the type of use and density is confirmed, the location of the connection is established, and <br />a flow capacity test is completed. Hydraulic modeling is underway to determine potential connections for <br />both the potable water and wastewater systems. <br />Budget Impact: There is no impact to the City Budget. <br />Recommendation: The City Manager recommended approval of Ordinance 22-1578 on first reading. <br />Audience Participation: The following person came forward to address Ordinance 22-1578: <br />Micky Grindstaff, with the law firm of Shutts & Bowel], LLP, 300 South Orange Avenue, Suite <br />1600, Orlando, stated that he was a member of the partnership that had purchased the property <br />and they had initially planned to renovate the existing dilapidated office building on the site; <br />however, due to some code changes being considered by the City relating to development and <br />redevelopment which would allow an increase in density in the area they were now hoping to <br />develop the site into a multi -family use. He stated he and his partners were strongly in favor of <br />the development ordinances being considered by the City Commission, and also of Ordinance <br />22-1578 amending the Future Land Use Map designation of the site to MTMU (Major <br />Thoroughfare Mixed -Use). <br />No one else came forward to address Ordinance 22-1578. <br />MOTION: Vice Mayor Aramendia moved to approve Ordinance 22-1578 on first <br />reading, as presented. Motion was seconded by Commissioner Busch. Motion <br />carried by voice vote 4-1, Commissioner Albritton dissenting. <br />Coin missioner Albritton stated that his sole reason for dissenting was that the hydraulic testing had not yet <br />been done. <br />11. PUBLIC HEARINGS <br />A. Second Reading of Ordinance 22-1571 — Amending the Official Zoning <br />Designation for Property Located at the Northeast Corner of the Intersection of <br />Lotus Lake Drive and Anchor Road (ZB 22-06) <br />The City Clerk read Ordinance 22-1571 by title, as follows: <br />
