CASSCLBCRRY CITY COMMISSION <br />Minutes of Octobe4 24, 2022 — Regular Meeting <br />Page 10 of 13 <br />Staff Presentation: Public Works & Utilities Director Kelly Brock stated that he felt this item was quite <br />timely because it was being presented during the week designated as Mobility Week both in the City of <br />Casselberry and the State Florida. He gave a brief history and overview of the item, noting that this study <br />for the Winter Park Drive Complete Street Improvements Project had been underway for almost two years <br />and was a federally funded study with many steps and a lot of engagement along the way. He reminded <br />the City Commission that they had already seen updates on this project twice, but it was getting close to <br />being wrapped up, so a final update was being presented tonight with a draft Corridor Strategies Report and <br />associated Preferred Alternative, which are essentially the capstone deliverables for the project, and staff <br />and the consultant were looking for some final feedback, if any, from the City Commission before <br />completion of the Study. He then introduced Kathrin Tellez with Fehr and Peers, the Consultant Tearn <br />Project Manager, who gave a presentation summarizing the work accomplished since the last presentation <br />to the City Commission, with a particular focus on the Preferred Alternative and draft Corridor Strategies <br />Report. <br />Discussion: Discussion ensued during and after the presentation which included various aspects of the <br />study and the project elements, including public response to proposed roundabouts and educational <br />outreach; impacts of eliminating second northbound receding lane at Red Bug Lake Road to widen the <br />sidewalk; traffic backup issues at Red Bug Lake Road intersection and jurisdictional issues with Florida <br />Department of Transportation and Seminole County in that area and the need for agreement on potential <br />solutions; signal timing; impact of proposed concrete divider in the area of Queens Mirror Circle and traffic <br />challenges during student pick-up and drop-off times; speed cushions and other traffic speed control <br />measures; and addition of a concrete median heading northbound near the intersection of Seminola <br />Boulevard for the purpose of trying to enforce the no left turn out of the convenience store/gas station <br />restriction which is not currently followed well. This is the final of three planned presentations to the City <br />Commission for this Study and presentations summarizing the Study will also be provided in late 2022/early <br />2023 to the MetroPlan Orlando Committees and Boards, and the Study will wrap up in early 2023. In <br />response to questions from the City Commission regarding the timeline for completion of the project, Dr. <br />Brock advised that lie felt the proposed schedule was realistic, and although he would love to see the project <br />completed in two years, he felt the implementation plan was a good plan, although, of course, they would <br />certainly try to fast track when possible. Each of the City Commissioners expressed appreciation to both <br />Dr. Brock and his team, and the consultants and their team for the work that had been done on the study. <br />Budget Impact: There is no budget impact associated with this item. <br />Recommendation: City staff is seeking feedback from the City Commission regarding the draft Corridor <br />Strategies Report and associated Preferred Alternative for the Winter Park Drive Complete Street and <br />Concept Development Study. <br />Audience Participation: No one came forward to address the City Commission regarding this item. <br />13.
