Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />August 10, 2022 <br />Page 7 <br />Mr. Ed Williams, Williams Development Services, 300 West Plant Street, Winter Garden, Florida came forward. He <br />said he is a land planner representing the largest property owner in the northwest quadrant of US Highway 17-92 and State <br />Road 436. Mr. Williams said that location is no longer a general retail location and businesses will not succeed in that area. <br />He said the property needs a destination commercial center. He said this location with the overpass cannot sustain those <br />businesses. Mr. Williams said that the site does not provide the access and visibility the businesses need to succeed at this <br />plaza. <br />Mr. Williams said BJ's is interested in locating in the Casselberry Exchange Shopping Center. Mr. Williams felt that <br />the remaining outparcels could succeed at this location with a destination facility. He urged the Planning and Zoning <br />Commission to support this proposal and continue with the development in the City. <br />Mr. Brad Markovitz, owner of Casselberry Liquors, 130 State Road 436, Casselberry, Florida came forward. Mr. <br />Markovitz said his business has been in Casselberry for ten years. He felt that he was in touch with the community and <br />didn't feel that BJ's was a good fit for Casselberry. Mr. Markovitz felt that the overpass was good for the community. <br />A general discussion ensued regarding the impact of the overpass, the flexibility with the proposed changes, the <br />proposed land use changes, large retail establishments, and the OPOD Standards. <br />Mr. Hale asked for a motion to address LPA 22-06. Mr. Burnett made a motion that the Planning and Zoning <br />Commission provide a favorable recommendation to the City Commission for LPA 22-06 to provide amendments to the <br />Oxford Park Overlay District Standards including Attachment A. Ms. Divita seconded the motion. The motion passed <br />unanimously by voice vote. <br />Ninth Item of Business: LPA 22.07: Amendments to Standards for Large Retail Establishments. An ordinance to <br />amend Section 2-7.27, Vehicular Services, Maintenance, and Light Mechanical Repair in the PMX-H and PMX-L <br />Zoning Districts, of the City's Unified Land Development Regulations. <br />Ms. Christina Hyson, Chief Planner, reviewed the information provided in staff's memorandum dated August 10, <br />2022 to the City of Casselberry Planning and Zoning Commission. Ms. Hyson said staff recommends that the Planning and <br />Zoning Commission provide a favorable recommendation to the City Commission for LPA 22-07 to provide amendments to <br />Section 2-7.27 for Large Retail Establishments. <br />Mr. Hale asked if there was anyone in the audience who wished to speak in favor of, or in opposition to, the <br />request.
